基于PMC指数模型的冰雪产业政策量化评价及实证研究

对冰雪产业政策进行量化评价可以为政策的制定、调整、优化、延续提供重要的理论准备与决策支持。根据冰雪产业政策分析框架,综合参考已有研究中政策指标设定,构建冰雪产业政策PMC指数模型,包括9个一级指标,42个二级指标。进一步对我国国家层面3项、省级层面6项、地市级层面1项冰雪产业政策进行量化评价,通过PMC指数与PMC曲面综合分析政策设计情况。实证结果表明:(1)我国冰雪产业政策整体呈现随行政级别降低,而操作性愈强的特点;(2)评价结果与实际情况符合度较高,评价体系具有可行性与有效性;(3)我国冰雪产业政策设计总体合理但具有改善空间。根据结果提出建立长短期相结合的政策规划、增强国家层面监管内容、强化法规管制内容的完善等建议。

Quantitative Evaluation and Empirical Research on Ice and Snow Industry Policy Based on PMC Index Model

The quantitative evaluation of ice and snow industry policy can provide important theoretical and decision making support for policy formulation,adjustment,optimization and continuation. This research constructed ice and snow industry policy PMC index model,which was comprised of 9 first level indicators and 42 second level indicators. A quantitative evaluation of 3 national level policies,6 provincial level policies and 1 city level policy were made through PMC index and PMC surface comprehensive analysis. The results showed that China’s ice and snow industry policy became more feasible with the decrease of the administrative level. The results were consistent with the actual situation. The evaluation system was feasible and effective. The ice and snow industry policy design in China was reasonable but needed to be improved. Countermeasures concerning making long and short-term policy plans,strengthening supervision at national level and strengthening relative laws and regulations were proposed.
