摘    要:体教融合是新时代我国全面深化体育事业改革的任务。按照"政策分析呈现现实景况、国际镜鉴提供参考经验、中国方案谋划未来蓝图"的逻辑,研究认为实现青少年健康发展是实施《关于深化体教融合促进青少年健康发展的意见》的政策目标,要从学校体育、各级各类体校、学校高水平运动队和社会体育组织四类主体,以消解政策壁垒、实现目标融合来承担时代使命。作为我国体教融合镜鉴,英国与我国体育和教育职能部门划分较为相似,且以政府、社会和市场协同实施的《体育、学校体育和俱乐部联合战略》,启示我国体教融合政策执行。从体教融合组织治理、活动开展、赛事运行、人力资源和保障举措五个方面,提出以共促青少年健康发展的多元化组织,激发青少年广泛参与的多样化活动,兼顾普及与提高目标的多层级赛事,培育高素质服务能力的复合型师资,整合政府、社会、市场多领域资源为一体化体系,形成体教融合的中国方案。

Abstract:In the new era, the integration of sports and education is for comprehensive and deepened reform of sports. According to "policy analysis presenting the reality, international experience providing reference, and China' plans providing future development measures", the research holds that the healthy development of the youth is the goal of the policy of "deepening the integration of sports and education to promote the healthy development of the youth". It is necessary to take on the mission of the times by removing barriers and realizing the integration of goals from four main bodies:school sports, sports schools at all levels, high-level sports teams on campus and social sports organizations. The experience of the integration of sports and education in Britain can be drawn from because the division of sports and education functional departments in Britain is similar to that in China. In China, Physical Education, School Sport and Club Strategy (PESSCL) has been implemented by the government, society and market, which enlightens the integration of sports and education. On the basis of organization governance, activity development, event operation, human resource and guarantee measures, it is proposed that an integrated system consisting of "promoting diversified organizations in healthy development of the youth, stimulating the wide participation of youth in diversified activities, taking into account multi-level sports competitions at the goal of popularization and improvement, training teachers with high-quality service ability, and integrating multi field resources of the government, society and market", and forms the China's plan for the integration of sports and education.
