It is the relevent location that makes better policies, which helps to harmonize the varied P. E ideas, to improve the quality of the talent, to form the P. E theor etical system with distinguished Chinese features, and also to accord with our national P. E policy. Therefore, the operation system is needed to bring out the guiding principles. Only by putting them into effect, can the guiding ideas be stimulated to come true. The systemtization of P. E courses, the impeling mechanism for better results are supposed to rest on the operating system of college education.
