| 摘 要： | 对体育事务进行新的分类,认为体育体制的改革应以政府为主导,政府管理体育的职能主要体现在指导与组织、政策法规的制定与监控、监管国家对体育事业的财政投入和协调与服务上。

| Abstract: | This paper carries on the new classification to the sports affairs,and points out that the reform of the sports system should take government as the leading factor,government function to manage sports mainly embodies in instructing and organizing,formulation and control of policies and regulations,supervising country financial input,coordination and serve in sport. |
