精准扶贫视域下贫困农村地区体育资源开发的机制与发展路径

体育产业的快速发展和体育强国战略的深入实施,为贫困农村地区的精准扶贫提供了“体育+”的可行之路,而首要任务是对贫困农村地区进行体育资源开发。在体育资源开发过程中,首先要加强机制建设,既包括“政府—市场—贫困地区”三方协同的体育资源开发机制、开发政策的监督机制、体育资源开发的精准扶贫机制,又包括法律保障、环境保护、评价问责、信息平台建设等配套机制。贫困农村地区体育资源开发可实施“体育+”精准扶贫模式,完善贫困农村地区基础设施;要坚持因地制宜、因贫施策原则,发展贫困农村地区特色化体育资源;引入专业体育旅游运营商,整合多方资源;创新扶贫模式,走“体育+”产业化发展道路;实施“体育+教育”精准扶贫,培养体育扶贫人才;完善体育资源开发政策支持,加强实施保障。

Mechanism and Development Path of Sports Resources Development in Poor Rural Areas from the Perspective of Targeted Poverty Alleviation

The development of sports industry and the implementation of sports power strategy provide a feasible way of“sports+”for targeted poverty alleviation in poor rural areas.It is the first task to develop sports resources in poor rural areas.In the process of sports resources development,first of all,we should strengthen the mechanism construction,including the three-way coordinated sports resources development mechanism of“government-market-poverty stricken area”,the supervision mechanism of development policy,the precise poverty alleviation mechanism of sports resources development,and also including legal protection,environmental protection,evaluation and accountability,and information platform construction.The development of sports resources in poor rural areas can implement the“sports+”targeted poverty alleviation model,improve the infrastructure in poor rural areas;adhere to the principle of“taking measures according to local conditions and poverty”,develop the characteristic sports resources in poor rural areas;introduce professional sports tourism operators,integrate multiple resources;innovate the poverty alleviation model,take the“sports+”industrialization development road;implement“sports+education”targeted poverty alleviation,cultivate sports poverty alleviation talents;improve policy support for the development of sports resources,and strengthen implementation guarantees.
