我国冬季竞技体育面临的问题与改革措施

借鉴和运用＂区域创新网络＂理论,依据我国冬季运动项目资源的区域特点和发展战略,构建符合国情、适应现代冬奥会格局的冬季竞技体育协调发展模式。从切入我国冬季竞技体育面临的问题入手并进行归因分析,指出我国冬季竞技体育在完成局部突破后应尽快实现整体水平的提升。提出加强冬季项目资源与协调发展的规划和政策引导,加速完善冰雪竞技体育市场体系和职业化体系,科学把握冬季竞技体育的本质、规律合理配置冬季项目资源,创新和完善高新体育科研攻关和科技服务平台,＂北冰南展＂战略与冬奥＂金牌＂工程有机融合等改革措施,促进我国冬季竞技体育的可持续发展和运动水平的提高。

Existing Problems and Reform Measures of Chinese Winter Competitive Sports

With the theory of "regional innovation networks",according to the regional characteristics and development strategy of Chinese winter sports resources,the paper tries to construct a coordinating development mode of winter competitive sports which should accord with national situation and modern Winter Olympics.Starting from the existing problems of Chinese winter competitive sports,basing on the attribution analysis,it indicates Chinese winter competitive sports should be improved at general level as soon as possible after having achieved a partial breakthrough.For promoting the sustainable development of Chinese winter competitive sports,it suggests some reform measures as follows: enhance the programming and policy guidance of developing the winter sports resources,accelerate to improve the system of ice-snow competitive sports market and professionalization,have a reasonable configuration of winter sports resources by scientifically holding the essence of winter competitive sports,innovate and improve the platform of new and advanced scientific research and technical service,have an organic integration of the strategy of developing ice sports from north to south and the project of Winter Olympics "gold medal".
