民生视域下北方地区冬季残疾人群体体育事业的发展策略

北方地区残疾人群体体育事业的发展是关注民生社会背景下,满足残疾人日益增长的多样化精神文化需求,提升残疾人群体生活品质和幸福指数的重要手段,对丰富和发展北方地区残疾人体育事业具有重要意义。对北方地区残疾人群体体育事业现状进行分析,指出当前北方地区残疾人群体体育事业的发展存在政府重视程度不够,相关法律法规尚不健全,残疾人群体自身体育参与意识欠缺,社会保障体系不够完善等问题。提出提高认识,营造良好的残疾人体育社会环境,在冰场、滑雪场所开设残疾人士专场;加强人文关怀,培养残疾人群体正确的体育价值观;多渠道筹措资金,在经济发达的城市设立冰场、雪场设置残疾人专业场地,完善残疾人体育＂硬环境＂建设;加大科研力度,开展轮椅冰球、轮椅冰壶等运动,提高残疾人体育整体水平等发展策略。

Research on the Development Strategy of Disabled Groups Sports in Northern Winter from the Livelihood Viewpoint

The sports development of disabled groups in north area is concerned about the livelihood social background,to meet the growing diverse spiritual and cultural needs,an important means to improve the quality of life and happiness index of disabled,has a great significance for the enrichment and development of disabled sports in northern area. Analyzing the disabled groups sports situation in north area,this paper imdicates that the development of the disabled groups sports in north area is lack of attention of the government,the relevant laws and regulations is not perfect; Disabled is lack of the awareness of participating sports; social security system is not perfect etc. Put forward to raise awareness,create a good social environment of sports for the disabled,open special disabled area on the skating and ski area; strengthen the humanistic care,train the correct physical value of disabled groups; multi- channel financing,in the economically developed city,establish the professional site on the skating and ski area,improve the construction ＂ hard environment＂ of disabled sports; increase scientific research strength,to carry out the ice hockey and curling of wheelchair,improve the overall level of disabled sports and other development strategies.
