| 摘 要： | 分析了近期在我国法律和其他重要文献中出现的体质、身体素质和健康素质3个语词的混用情况，提出了在人们的认识中，这3个语词的含义之相同或相似的观点。通过对“健康素质”这个语词性质的分析，提出了“健康素质”这个语词不准确的观点；分析了当前各家关于“健康素质”的概念，提出了健康素质的新概念并描绘了健康素质结构图；从体育对健康作用的角度，讨论了“健康即健康素质”的观念。针对当前上述3个语词混用的情况，建议在公共管理领域统一上述3个概念的内涵和外延。

| Abstract: | This paper made comprehensive review on confusing usage of such three terms as physique, physical fitness and health fitness in recent national laws and other major documents across China, put forwarded the same or similar concepts of these three notions. Through analyzing the nature of health fitness, the author pointed out the inaccurate meaning of health fitness, discussed the concepts of different professional, put forwarded the new concept of health fitness. From the function of sports on health, the health fitness was discussed. Based on above three notions misused, it suggested that connotation and denotation of these three notions would be integrated at the level of public management. |
