| 摘 要： | 面临国家管理社会化的时代背景,"小政府,大社会"的改革目标,面临社会结构的变化和体育运动进一步发展的内在需求,全面推进中华全国体育总会改革与发展,具有重要现实意义.研究认为,在"一个机构,两块牌子"的组织模式下,中华全国体育总会的有效性缺失;由于政府部门的直接管理和管制,使其与运动项目协会的联系并未建立起来;中华全国体育总会改革滞后已对地方体育总会改革与发展构成严重制约.从赋予中华全国体育总会实质职能、建立完善以中华全国体育总会为核心的社团组织架构等方面提出改革与发展建议.
