我国体育消费政策工具选择特征及优化策略

运用文献资料法等,借鉴NATO政策工具理论,从政策工具维度和政策目标维度研究我国体育消费政策工具选择特征及优化策略。政策工具选择的特征:过度依赖信息型工具的使用、权威型工具选择缺乏长远利益考虑、财税型工具应用整体缺位、组织型工具指向缺乏全面性。政策工具选择的优化策略:优化政策工具类型结构,探索政策工具选择标准;适度增加政策工具的倾斜度,培育长期体育消费理念;创新政策工具的组合效应,提高政策执行效果。

Characteristics and Optimization Strategies of Sports Consumption Policy Tools Selection in China

By using the method of literature review and referring to the theory of NATO policy tools,this paper studied the characteristics and optimization strategies of sports consumption policy tools selection in China from the dimensions of policy tool and policy goal.The characteristics of policy tool selection include over-dependence on the use of information-based tools,lack of long-term interest consideration in the selection of authoritative tools,overall absence of the application of fiscal and tax tools,and lack of comprehensive direction of organizational tools.The optimization strategies of policy tool selection include optimizing the type structure of policy tool to explore the selection criteria of policy tool,moderately increasing the inclination of policy tools to cultivate the concept of long-term sports consumption,and innovating the combined effects of policy tools and improve the effect of policy implementation.
