中国政府信息公开研究文献的系统性分析:2007-2017年

［目的/意义］为了回应政府信息公开所面临的困境，需要对政府信息公开领域的研究成果展开一次全面评估与反思，以推动未来研究发展，为实践提供可行方案。［方法/过程］本文采用系统性文献分析法，首次对国内2007-2017年间公开发表的423篇文献进行了编码和梳理，提炼出了由使用者、信息公开方式、环境因素、使用类型、技术标准、效应和评估共7个部分组成的国内政府信息公开研究主题框架；归纳总结了该研究领域现有的理论、模型与不足，回应了国内研究的分歧。［结果/结论］研究发现，虽然文献数量增长较快，但存在实证方法运用不足、研究内容重复化、理论建设滞后等问题。基于此，提出均衡主题发展、总结中国经验等建议，并立足"供给——需求"视角，建构了未来可能的研究框架。

Systematic Literature Analysis on Chinese Governmental Information Disclosure:2007-2017

Purpose/Significance] In response to the dilemma facing the government information disclosure,it is necessary to conduct a comprehensive assessment and reflection on the research in the field of government information disclosure,promote the development of future research and provide feasible solution to the reality.Method/Process] This paper used systematic literature analysis to code and analyze 423 articles which were published in China from 2007 to 2017 for the first time.Then it refined the theme framework of domestic government information disclosure research which is composed of seven parts:the users,the way of information disclosure,environmental factors,types of usage,technical standards,effects and assessment;Summarized the existing theories,models and shortcomings in the research field,and responded to the divergence of domestic research.Result/Conclusion] This paper found that although the current research was developing rapidly,there were some problems such as the lack of application of empirical methods,the repetition of research contents and the lag of theoretical construction.Based on the "supply-demand" perspective,put forward suggestions on how to balance the development of the theme and summarized the Chinese experience,and constructed a possible framework for future research.
