摘    要:2000年以来,特别是《国家中长期科学和技术发展规划纲要(2006—2020)》颁布实施以来,我国财政科技投入的速度在加快,规模在扩大、结构也发生了深刻的变化。我国科技经费投入快速增长为科技创新提供了重要保障和有力支持,同时这些经费使用的用途和效果也成为社会公众越来越关注的问题。但目前我国财政科技资金绩效评估方面的工作尚处于探索起步阶段,颁布了一些部门规章,开展了一些绩效评估理论研究和实践,但仍远远不能满足当前的需求。下一步应重点从立法、组织体系、分类评估和基础条件建设入手,满足当前科技投入绩效评估的需求。

Abstract:Since 2000, with the National Medium and Long term Program for Science and Technology Development issued, the Public Financial Input on the Science and Technology increased quickly and the input scale is broadened, meanwhile, the structure has changed deeply too. The Science, Technology and Innovation (STI) is strongly supported by the rapid increasing of the public financial input on the science and technology, while the outcome and result drew more and more attention from the social public, the performance evaluation research and experience on the public financial input on the science and technology is still new, just a few rules issued and performance evaluation studies and experiences implemented, which could not meet with the current demand from all levels. So the legislation, the architecture, the classification and the infrastructure will be the most important thing which can satisfy the current demand of performance evaluation.
