农村学校教育存量资源激活研究

摘    要:农村义务教育存量资源是广泛的教育资源中具有潜在优势的现有资源。激活教育存量资源就是为了提高教育资源的利用率和效益,使原来属于存量部分的教育资源得到有效利用,达到办学效益最大化。农村义务教育存量资源激活目的便是达到教育公平和教育质量的提升。但是,教育资源均衡配置仅是提高教育质量的充分条件而非必要条件,教育存量资源激活必须将教育投入转化为教育产出。农村义务教育存量资源有许多尚未充分激活,如教育教学设施闲置浪费现象严重、教育经费使用效益不高、学校领导者和教师的潜能未发挥充分等。

Study on the Activation of Available Resources of School Education in Rural Areas

Abstract:The available resources of rural compulsory education are existing resources with potential advantages in the wide range of education resources. To activate the available resources of ed-ucation is to improve the utilization and effectiveness of educa-tional resources, thus effectively utilizing the educational re-sources which are originally stored and maximizing the educa-tional effectiveness. The aim of activating the available resources of rural compulsory education is to achieve educational fairness and the improvement of education quality. However, the balanced distribution of education resources is only the sufficient but not necessary condition of improving education quality, so the activa-tion of available education resources should transform education input into education output. There are still many available re-sources of rural compulsory education to be activated, such as serious vacancy and waste of education and teaching facilities, low effectiveness of fund utilization, and failure to give full play to the potentials of school leaders and teachers.
