| 摘 要： | 本文对美国国立卫生研究院下属院内研究所的投入产出进行分析,选取同样专注于生物医学领域、以研究为主的洛克菲勒大学作为参比对象。对比方面包括两所机构的规模、经费、文章数目、诺贝尔奖以及院士得主情况。分析表明:科研的投入多,不能保证效果好。科技体制包括经费资助体系对科研产出起着关键作用。稳定支持和竞争相结合的科研投入,产出效果更好;通过Peer Review的竞争性项目的计划更完善,产出更好;科研队伍越精干,投入产出比越高。
