| 摘 要： | 在分析美、英、法、德、日、韩六国科技管理体制的基础上,从不同科技管理部门在财政科技经费分配的政策基础、预算的确定程序、预算的管理执行以及科技计划(项目)管理的地位和作用对这些国家财政科技经费的管理模式进行了研究.主要研究结论是,这些国家在财政科技经费管理上主要采取了两种模式,一种是分散协调型管理模式,一种是集中协调型管理模式.

| Abstract: | This paper first analyzes the S&T management systems of the USA,the United Kingdom,France,Germany,Japan and South Korea.Based on those,the paper analyzes the 6 countries' financial R&D funding management systems which cover policy base,the R&D budget process,the execution of R&D budget and the fund management of R&D program.The conclusion is that there are two modes in financial R&D funding management: centralized management mode,and decentralized management mode. |
