| 摘 要： | 高校是我国创新体系中的重要主体之一。对高校创新基地的调研表明,以国家重点实验室、国家工程技术中心为代表的高校创新基地发挥了科研项目、学科建设和人才培养相结合的优势,成为高校创新活动的主要载体。高校创新基地已经形成了独具特色的建设和运行模式,初步具备承担国家重大科研任务、服务区域经济发展的能力。政府部门应进一步优化创新基地布局,完善人才发展环境,建立稳定的财政支持渠道,不断推进科研条件建设,更有效地发挥高校在国家创新体系中的作用。
