| 摘 要： | 基于制度经济学的制度均衡视角,从制度供给的滞后性和制度需求的迫切性两方面分析了国际科技合作知识产权制度存在的不足,构建了国际科技合作知识产权制度创新框架,对国际科技合作知识产权制度中供给层面的法律制度、行政制度和监督制度,以及需求层面的培训制度、保密制度、激励制度和保障制度度进行了创新,并提出了制度运行的推进策略,以期为政府制定相关的法律和政策提供参考依据。 |

| Abstract: | Based on the perspective of a balanced system of institutional economics,the paper analyzes the international scientific and technological cooperation shortcomings in intellectual property system from the lag of the system supply and the urgency of system demands.It builds an system innovation framework for intellectual property right system in the international scientific and technological cooperation.It puts forward a proposal for innovation in international technology cooperation and puts forward the promotion policy of system running.It is expected that this paper could raise some useful advices for government’s legislation and policymaking. |
