合理政府规模——经济学的分析

政府规模的增长已成为当今世界各国行政发展的普遍趋势,如何界定合理的政府规模已成为行政改革的重要内容。本文试图借鉴经济学中有关政府规模的理论来分析政府规模扩张的原因,并对政府规模的研究范式进行探讨,进而提供合理政府规模的尺度,从量的角度对政府适度规模进行研究。在此基础上,结合我国的实际情况,提出我国政府规模优化的对策,以此作为我国行政机构的改革选择和基本切入点。

Reasonable Government Scale--An Economic Analysis

The growth government scale has been a prevalent trend of modern government administration in all the countries. How to define reasonable government scale has been an important content of government administration reform. This paper analyzes reasons of government scale growth by economic theory, discusses the research mode of government scale, and studies the appropriate scale of government scale from quantitative angel. Based on the analysis, according to the factual situations in China, the author put forward measures of government scale optimization in China, which can be choice of government organization reform.
