组合评价模型在我国国立科研机构绩效评价中的应用

摘    要:科研机构绩效评价对科研机构的管理有着重要意义,以2001-2005年中国科学院高技术研究与发展局29个研究所的统计数据为依据,针对国立科研机构绩效评价中指标的选取、数据的处理,权重系数的计算以及如何兼顾被评价对象的优势与劣势等实际问题引入了一种基于线性和非线性评价的组合评价模型,并重点分析科研机构绩效的变化,探讨评价模型的有效性和局限性,为国立科研机构的绩效管理提供更为科学的定量依据.

Abstract:Evaluation is indispensable to the management of research institutes; this paper is based on the statistics of 29 institutes belonging to Chinese Academy of Sciences Bureau of high-tech Research and Development from 2001 to 2005. Regarding to the practical problems in the performance Evaluation of China's National Research Institutes, such as indicators selection, data processing, weight calculation and how to balance objects' advantages and disadvantages, this paper introduces one kind of Combined Evaluation model based on linear and nonlinear evaluation, focuses on the changes of performance and explores the validity and limitations this model .The research has contributed to providing more quantitative scientific basis to the performance management of China's National Research Institutes.
