区域创新平台四维度布局优化方法设计与实证研究

进入"十二五"时期,平台管理重点从原来的增建、扩建转向平台布局优化。据此提出根据区域内各主体实力、产业发展水平、区域内地区经济科技发展情况以及创新环节对创新服务需求情况等四个维度确定区域创新平台依托主体布局、产业领域布局、地区空间布局以及平台功能布局的总体思想;引入主成分分析、耦合度确定等方法,设计平台布局合理性判定方法与布局调整的基本方案,并开展实证研究,旨在为构建具有区域特色的创新平台、解决区域创新平台服务供给与需求不足的矛盾问题等提供有效的决策依据与方法支持。

Four-Dimension Distribution Optimizing Method Design and Positive Research of Regional Innovation Platform

Entering into the twelfth five-year era,the managing key of platform transforms from original new establishing or enlarging to its distribution optimizing.Therefore,the main thought of confirming innovation platform supported subjects distribution and industrial fields & districts spatial distribution as well as functional distribution based on the four-dimension of regional subjects competence and industrial developing level and district economic & technology developing condition as well as innovation serving requirement of each innovating stage is brought forward in this paper;by introducing component analysis and coupling confirmation method,the method to ascertain the rationality of platform distribution and the basic approach to ascertain platform distribution adjustment is designed,the purpose of which is to offer effective decision reference and method support to construct innovation platform with regional characteristics and to solve the contradict problem of regional innovation platform service supplying and demanding shortage.
