摘    要:本文利用中国创新型城市政策在不同地区实施时间上的差异,基于中国工业企业数据库,使用多期双重差分法研究了创新型城市政策试点对制造业企业全要素和企业间资源配置效率的影响效果。研究结果表明:(1)创新型城市政策显着提高了政策实施城市企业全要素指标;但基于不同的企业样本,创新型城市政策的促进作用存在一定的差异性;(2)创新城市政策显著降低了政策实施行业全要素生产率分散化程度,促进了行业资源的优化配置;(3)创新城市政策通过提高市场份额再配置效率的途径促进制造业全要素生产率增长。本文研究为客观评估中国近年来国家创新政策实施绩效提供了微观依据,同时对于如何有效促进中国制造业企业生产率的提升具有一定政策启示意义。

Abstract:This paper uses the differences in the implementation of China"s innovative city policy in different regions and time of establishment, based on prefecture-level city panel data and China"s industrial enterprise database, using a multi-period double difference method to estimate the impact of innovative urban policy pilots on total factor productivity and the efficiency of resource allocation between enterprises. The results of the study show that: (1) Innovative city policies have significantly improved the total factor productivity of enterprises implementing policies, but there are certain heterogeneities in the promotion of policies based on different enterprise samples. (2) The innovative city policy has significantly reduced the degree of decentralization of the total factor productivity of the policy implementation industry and promoted the optimal allocation of industry resources; (3) The innovative city policy has promoted the growth of total factor productivity of the manufacturing industry by increasing the efficiency of market share reconfiguration. This study provides a microscopic basis for objectively evaluating the performance of China"s national innovation policy implementation in recent years, and at the same time has some policy implications for how to effectively promote the productivity of Chinese manufacturing companies.
