论国有企业人力资源战略的实施

摘    要:人力资源在知识经济和社会生产力发展中起着越来越重要的作用。企业作为一个不同生产要素投入的契约体,人力资本比物力资本占有更加重要的地位。国有企业人力资源战略的实施,必须建立有利于优秀人才脱颖而出的选人用人管人的机制,必须合理配置人力资源,大力营造尊重职工的良好氛围,培养职工的创新精神,加强职工的思想政治工作,加强职工的学习和培训教育,提高企业领导者的管理水平和素质。

Abstract:Human resources play a more and more significant role in the development of knowledge(economy) and social productivity.In an enterprise,a contract body involving the investment of diverse(elements) for production,the human capital holds a more important status as compared to the physical(resource) capital.The implementation of human resources strategy in state-owned enterprises requires that we establish a favourable talent mechanism for the selection and managing of competent staff;that we(reasonably) allocate human resources;that we create positive atmosphere for respecting staff,cultivate staff's initiative,reinforce staff's ideological guidance,enhance staff training and improve entrepreneurs' management capabilities.
