| Abstract: | Starting from beliefs in tertiary vocational and professional education, this article deals with positioning of tertiaryvocational and professional educational targets. The article focuses on two core issues, including quality and competence anddevelops three constructs in the system, including theoretical teaching, practical models and calls for the establishment of incen-tive and assurance mechanism to ensure the development of reforms in educational models. |
