摘    要:政府的教育责任边界设定不明确与落实不到位,是导致历史上民族地区教育投入不足、发展落后的一个重要原因,因此需要进一步明确政府的教育责任。民族地区学校教育发展中应该明确的政府责任:保障民族地区学校教育资源分配的公正,保证民族地区教育投入稳定增长满足教育发展的需要,确保民族地区教育政策科学、民主与持续稳定。

Abstract:The equivocal boundary and the inadequate implementation in government education responsibility is an important reason for insufficient educational investment and development backwardness in the history of minority regions. Therefore, the responsibility of government education need to be further clarified. This paper puts forward those responsibilities as follows: the fair distribution of education resources, guaranteeing the increase of educational investment in order to meet its development and ensuring the science, democracy and stability of its education policy.
