| 摘 要： | 解决西部教育问题,关键是改革教育投资体制。为此,必须设法增加国家教育经费投入总量,确保国家对西部地区教育投资的快速增长;调整财政教育经费的地区配置,由中央和省级政府负担西部义务教育的全部费用;继续实行特殊的教育投资政策和措施,加大对西部教育的资助和扶持力度等。

| Abstract: | The key to solve the problem of educational funds shortage in the western areas is to reform the educational investment system, because of which our state must increase the total funds allocated to education and ensure the rapid growth of educational investment. We should adjust the disposition of the financial education allocation in different areas, and the central and provincial governments should pay for the compulsory education in the western areas. Besides, we should continue our special policies and measures in educational investment to support the education in the western areas. |
