新时期西部欠发达地区发展的新思路

随着改革的深入，东部沿海地区产业发展日趋饱和，产业升级正在进行，东部产业西移的趋势不可逆转。作为工业化落后的欠发达地区，承接发达地区产业西移，决不能走“先污染，后治理”的路子，必须杜绝“先开发、后治理”和避免“边开发、边治理”的发展模式，注重遵循“先预防，先治理，再开发”的科学发展模式，走更加注重保护生态环境的可持续发展之路。

On the Road of Industrialization and Ecological Development of Less-developed Areas West China

With the deepening of economic reforms and the progressing of industrial upgrading ,the industrious development in eastern coast area is saturated .As industrialization backward western regions to undertake industrial developed regions westward , must not take the “pollution first ,treatment later” way ,must put an end to “develop first ,clean up later” and avoid “the develop-ment side ,the side of governance” model of development ,focusing on follow the “prevention first ,before treatment ,re-develop-ment ,” the scientific development model ,and take more attention to protecting the environment and sustainable development path .
