西部人力资本投资的政策选择

人力资本投资与物力资本投资一样,都是生产性投资。在现代经济条件下,人力资本投资的作用远远大于物力资本投资的作用,成为促进经济增长、实现经济发展的主要源泉和根本动力。从西部经济发展的现实看,人力资本作为生产要素,对经济增长的贡献率依然很低。因此,加大人力资本投资,尤其是教育投资的力度,将对西部经济的发展具有战略意义。本文借鉴西方人力资本理论,对西部人力资本投资中存在的问题进行了分析,提出了加大人力资本投资的政策选择。

Policy Choice of Human Capital Investment in Western Region

Human capital investment and physical capital investment are both productability investments.Under the modern economy condition,human capital investment is more effective than later one,and becoming the major source and development root by increasing and developing national economy.From the reality of western economy development,the production element of human capital serves low contribution for the economy increase,thus,expanding investment of human capital,especial the educational investment,will be of great significance to western region.This article analyzes the existing problems which lie in the investment of western human capital and propose the policy choice of increasing human capital investment refer as the Western Human Capital Theory.
