| 摘 要： | 章从人性角度出发，分析了对恶的事实性趋向掩盖了对善的价值性趋求而产生腐败；同时，分析了腐败的过程也是代理人(理性经济人)博弈的过程，腐败是博弈的结果。并提出了应坚持以德治腐的制度创新和依法惩腐的制度创新相结合的反腐策略。

| Abstract: | The essay analyses the causes of corruption from the angle of human nature. At the same time, it points out the course of corruption is the course of game, and makes an conclusion that corruption is the result of game. It puts forward we should stick to the anti - corruption strategy of combining punishing corruption by virtue with punishing corruption by law. |
