| 摘 要： | 俄罗斯政府非常重视学前教育的发展,把学前教育提到教育优先发展计划的重中之重的地位。俄罗斯公办学前教育机构比例高,教育公益性强,城乡分布较为均匀;学前教育尊重儿童的天性和自然成长规律,把游戏作为学前儿童成长学习过程的主要途径;注重在学前阶段培养儿童的人文精神;注重学前教育与普通初等教育的衔接。
