论我国区域经济发展中的效率与公平关系

区域经济发展应该坚持效率和公平的统一。然而，在特定时期内，效率与经济公平虽是一致的，但效率与社会公平则是矛盾的。要实现效率与公平的一致性，文章认为，关键在于坚持“发展为了人民、发展依靠人民、发展成果由人民共享”的科学发展观，不失时机地在一些重要领域和关键环节实现改革的新突破，增强改革措施的协调性，强化政府社会公共职能，建立新的合理的利益关系协调机制和社会保障体系，迅速提高落后地区的投资边际收益率。

The Relation between Efficiency and Fairy of Our Country in Region Economy Development

The reciprocity of region economy development generally chooses efficiency and fair to be described. The relations link of region economy is the investment ratio between the region. The relation core of the region economy is the size relations of the region investment in the fixed assets. The relation has decided the uniformity and the conflict of the efficiency and the fair goal. Because of the difference in the natural condition, the historical reason and the economic basis ,the efficiency goal and the fair goal is in conflict in the specific time. The key to realize efficiency and fair uniformity is to enhance rapidly the investment rate and to process effectively the contradiction between the efficiency and the social justice in backward area.
