农村土地:城镇化“推进模式”下城乡统筹发展的突破口

城镇化的发展有着多种动力机制和空间特征,我国的城镇化有着自己特点。中国式的城镇化中虽然也有市场和民间力量,但更多地表现为政府主导的推动机制。空间上以跳跃式的城镇发展模式为主,开发区以及新城新区的建设使得中国式的城镇化在空间发展中呈现出碎片化的特点。城镇化"推进模式"下,土地成了各方博弈的焦点,农村土地是城乡统筹发展的突破口,农村土地制度的完善与否有着牵一发而动全身重要性。建立和完善农村土地制度,解决好农民进城的第一桶金,是中国式城镇化"推进模式"的重中之重。

Rural Land: Breakthrough Point of Urban and Rural Overall Development under Pushing Urbanization Mode

The development of urbanization has a variety of d3mamical mechanism and spatial characteristics. China＇s urbani- zation has its own characteristics. China＇s urbanization is dominated by the government mechanism although there are forces from the market and civil society, In the space, China＇s urbanization is characterized as Leaping Deveiiopment Mode, such as the construction of development zones and new town areas which are fragmented. In the Pushing Lievelopment Mode, the land became the interests of all parties. Rural land is the breakthrough point of urban and rural overall development, and ru- ral land system is of far--reaching importance. By establishing and improving the rural land system, solving rural migrant workers＂ income problems are prior to China＇s Pushing Urbanization Mode.
