| 摘 要： | 城市保障房发展滞后进而导致房困难破解的深层原因在于体制不完善，进一步构建并完善其体制的要点体现为：应在重新晰定保障房体制核心概念的基础上明确其改革的原则、目标和出发点，以政府为主导的公共部门主要运用公共财政和政策性金融建设保障房，促进房困问题破解则是其改革的主轴。

| Abstract: | The development of safe-guard housing is lagged, which makes habitation problem worse, and the deepest reason lies in its system to a large extent. From the following main points, the safe- guard housing system will be further constructed and become better： first of all, setting up the basic principal, target and starting point correctly after well understanding about its basic concepts is obtained; then, public sector led by the government to solve the housing problem relies on public finance especially fiscal fund, which should be treated as the reform axis. |
