内蒙古人力资本与经济增长关系研究

笔者以卢卡斯人力资本外溢模型为理论基础,以内蒙古自治区1978-2010年统计数据为依据,研究了内蒙古人力资本与经济增长之间的关系。实证分析显示,内蒙古人力资本的产出弹性较低,人力资本外溢效应显著程度较低。而相较于人力资本投入,经济增长对物质资本投入更为敏感;因内蒙古的科技教育较为落后,人力资本对经济增长的贡献率也比较低,物质资本仍是经济高速发展的主要拉动力。鉴于此,笔者提出了加大教育投资,优化教育结构,重视积累人力资本等建议。

Analysis on Relationship between Inner Mongolia Economic Growth and its Human Capital

Based on the statistical data of Inner Mongolia from 1978-2010,the paper uses Lucas’ human capital model to analyze the relationship between Inner Mongolia human capital and its economic growth.The results show that the output elasticity of human capital is low,and there is no significant spillover effect.Economic growth is more sensitive to physical capital than to human capital.Moreover,because the education in Inner Mongolia is backward,the contribution rate of human capital to economic growth is low,and physical capital is still the main power of rapid economic development.Based on this,the paper suggests that the government should increase education investment,optimize the education structure and accelerate the accumulation of human capital.
