内蒙古人力资本提升与经济发展的实证研究

笔者以卢卡斯人力资本外部性模型为分析工具，通过对内蒙古人力资本与经济增长之间的关系的计量分析，对各生产要素的弹性系数进行测度，再利用各因素与经济总量的增长率来估计各要素对经济增长的不同贡献率。结果表明，内蒙古经济的增长仍旧是以物质资本投入为主，人力资本存量对经济的贡献小，但是内蒙古的人力资本具有很强的外部性，所以，内蒙古的人力资本提升有很大的空间，应加强人力资本存量的积累。具体对策包括营造企业家良好的投资环境，优化人力资本投资结构等。只有加大对人力资本的投资力度，才能使内蒙古经济增长从资源型向集约型转变，从而实现经济的可持续发展。

AN EMPIRACLE STUDY ABOUT HUMAN CAPITAL PROMOTION AND ECONOMIC DEVELOPMENT

The author of this paper makes use of Lucas＇ human capital model for external analysis tools, and esti- mates the different contributions of various elements to the economic growth rate through a quantitative analysis a- bout the relationship between human capital in Inner Mongolia and economic growth, a measurement of the elastic- ity of production factors and the total economic growth rate. The results show that Inner Mongolia＇ s economic growth is still mainly based on physical capital investment, while human capital stock contributes little to economy. But Inner Mongolia has strong human capital externalities, and therefore, there is much space for the promotion of human capital in Inner Mongolia. We should strengthen the accumulation of human capital stock and the specific measures are： to create good investment environment for enterpreneurs and to optimize the structure of human cap- ital investment, etc. Only through increasing human capital investment can Inner Mongolia shift its economic growth from resource - based model to the intensive model in order to achieve sustainable economic development.
