地方政府竞争对政府信用的影响研究

随着中国经济市场化改革和行政分权化改革的深入推进,中国各级地方政府之间的竞争也愈演愈烈。与此同时,政府信用危机也在竞争中凸显出来,政府的信用问题受到越来越多的关注。由于地方政府之间的竞争具有双重效应,因此地方政府之间的竞争对于政府信用也有着双重影响,一方面是有序的地方政府竞争行为对于政府信用的积极效应,另一方面则是无序的地方政府竞争行为带来的消极效应。针对于消极政府竞争行为对于政府信用的破坏,需要从构建"服务性政府""、信用政府、"消减社会不公、构建多中心的信用体系等多个方面来解决这一困局。

The Study of the Influence of the Local Governments' Competition on the Government Credit

With the development of China＇s economic marketization reform and administrative decentralization reform, the competition between local governments became even more violent. Meanwhile, the problem of public credit begins to draw attention of the public. For the double effect of the competition, the public credit also has two edges. For one thing, positive government competition is benefit for public credit. For another thing, negative govern- ment competition has adverse effect on public credit. We should take all kinds of measures just like ＂service-oriented government＂, ＂credit governments＂, eliminating injustice, polycentric credit system, etc. to reduce the damage.
