| 摘 要： | 政府信息资源具有公共性、公益性和“公开―保密“性特点。政府信息资源开发利用的目的是为了保障公民的信息权利。政府信息资源开发利用活动必须遵循共享、平等和效率原则。政府是政府信息资源开发利用的唯一责任主体,但不是唯一的实施主体。非政府组织可以成为开发利用政府信息资源的实施主体。采用市场化、社会化方式开发利用政府信息资源具有一定的风险性。
