我国文献信息资源保障体系政策文本分析与演化规律研究

目的/意义]梳理我国文献信息资源保障体系的演进过程、发展现状与发展面临的问题，为体系的完善与进一步发展提供建议。方法/过程]以91份我国文献信息资源保障相关政策文本为研究对象，首先采用文献计量法对政策文本发布数量的时序演化、执行机构的合作网络进行分析，其次采用内容分析法对政策内容进行编码，从文献信息价值链的角度对其演变趋势进行分析，最后采用案例分析法通过CALIS、CASHL及NSTL的建设过程印证保障体系的演化规律。结果/结论]我国文献信息资源保障体系的发展既具有实施过程的阶段性和执行机构的协作性这两方面的外部演化特征，又具有工作内容的丰富性这一内部演化特征。

Research on Policy Text Analysis and Evolution Law of the Document Information Resource Guarantee System in China

Purpose/significance]This paper sorts out the evolution process,development status and problems facing development of document information resource guarantee system in China,and provide suggestions for the improvement and further development of the system.Method/process]This article used 91 relevant policies of Chinese document information resource guarantee as the research object,and adopted bibliometrics to analyze temporal evolution of the number of policy texts and the cooperation network of executive agencies.Then the research used content analysis to code policy content,and analyzed its evolution trend from the perspective of the document information value chain.Finally,the case analysis method was used to verify the evolution law of the guarantee system through the construction process of CALIS,CASHL and NSTL.Result/conclusion]The development of document information resource guarantee system in China has the external evolution characteristics in terms of the stages of the implementation process and the collaboration of the executive agencies,as well as the internal evolution characteristics of the richness of the work content.
