Participatory cultures,trust technologies and decentralisation: innovation opportunities for recordkeeping

Recordkeeping professionals build and manage systems that support the creation and maintenance of trustworthy records, however our approach to the design and implementation of such systems has suffered from a lack of innovation and a failure to collaborate effectively with allied disciplines. Contemporary society, politics and Internet culture are producing new models, tools and techniques which open up exciting possibilities for how recordkeeping systems might work, presenting both opportunities and challenges for recordkeeping professionals. In this article, some elements deemed necessary for trustworthy recordkeeping are identified and critically examined in light of the possibilities of participatory cultures, peer-to-peer business and trust through computation, in particular, blockchain technologies. Conclusions are drawn regarding what might be needed in order to adapt current models and practices to build new forms of recordkeeping systems that could enhance the agency of the individual in a networked society.

It considers intelligent grid systems and itemizes the directions by which the present-day models, algorithms, and tools of the software for grid systems, including those with elements of artificial intelligence, are developed. Analyzing e-government research: Perspectives,philosophies, theories,methods, and practice

In recent years, there has been rapid growth in the volume of research output on the topic of e-government. To understand this research better, we used content analysis of eighty-four papers in e-government-specific research outlets (two journals and one conference series). Our analytical focus took in five main aspects: perspectives on the impacts of e-government, research philosophy, use of theory, methodology and method, and practical recommendations. Normative evaluation identified some positive features, such as recognition of contextual factors beyond technology, and a diversity of referent domains and ideas. Alongside this, though, research draws mainly from a weak or confused positivism and is dominated by over-optimistic, a-theoretical work that has done little to accumulate either knowledge or practical guidance for e-government. Worse, there is a lack of clarity and lack of rigor about research methods alongside poor treatment of generalization. We suggest ways of strengthening e-government research but also draw out some deeper issues, such as the role of research philosophy and theory, and the institutional factors – particularly pressures of competition and time – that may constrain development of e-government as a research field.     

Dictionary-Based Cross-Language Information Retrieval: Problems, Methods, and Research Findings

This paper reviews literature on dictionary-based cross-language information retrieval (CLIR) and presents CLIR research done at the University of Tampere (UTA). The main problems associated with dictionary-based CLIR, as well as appropriate methods to deal with the problems are discussed. We will present the structured query model by Pirkola and report findings for four different language pairs concerning the effectiveness of query structuring. The architecture of our automatic query translation and construction system is presented.     

Information technologies: challenges and opportunities for local governments

Information technology (IT) applications in local government have been mostly used to advance the technical capacity of localities in delivering public services. As decision making responsibility moves from the U.S. federal government to local governments, academic researchers should address the need for developing intuitive decision support systems (DSS) for government managers and senior decision makers. The task-specific models of Web-based information systems (IS) discussed in this study can help local government managers capture information in multimedia format and facilitate information sharing between their department and other agencies without dependency on specific platforms, time differences, or locations in a cost-effective manner. Consequently, research should be encouraged to develop methods that respond to questions of training in the new IS environment and to provide solutions to facilitate service and system integration despite the environmental and political complexity surrounding local governments.     

The contemporary librarian: Skills, knowledge and attributes required in a world of emerging technologies

Seventy-six librarians participated in a series of focus groups in support of research exploring the skills, knowledge and attributes required by the contemporary library and information professional in a world of ever changing technology. The project was funded by the Australian Learning and Teaching Council. Text mining data analysis revealed three main thematic clusters (libraries, people, jobs) and one minor thematic cluster (community). Library 2.0 was broadly viewed by participants as being about change whilst librarian 2.0 was perceived by participants as not a new creation but just about good librarian practices. Participants expressed the general belief that personality traits, not just qualifications, were critical to be a successful librarian or information worker in the future.
