集团引进电子资源组团模式与问题研究

中国科学院集团引进电子资源模式中存在印本订购码洋承担不均衡、费用分担标准不体现成员差别、费用分担模式缺乏灵活性等问题,已不能适应多样化的电子资源引进对象和资源订购价格体系的转变.按使用量分担费用、按印本贡献度分担费用、按研究所科研实力分担费用以及按研究所规模分担费用等4种新型费用分担模式的适用条件不同,各具优缺点.集团引进电子资源可以以使用量为标准,确定集团成员分担的费用与组团模式.

电子资源的集团采购,是指多个图书馆组织起来,联合采购某种资源,以最少的经费,获取最优价格、最佳服务和最符合需求的资源。它是图书馆资源共建共享在网络环境下的产物。集团采购过程中,决定集团是否组成,能否成功的重要因素有:集团结构和组织模式,采购和价格模式,资源共享模式,数据库访问模式。表1。参考文献9。     

A generic approach to the electronic access of scientific journals: The decomate project

The DECOMATE project (DElivery of COpyright MATerial to End users) is a joint project of three European partners (Tilburg University, Universitat Autonoma de Barcelona, and the London School of Economics). The main objectives are (1) to develop a generic system that offers end users a new electronic service in the field of document delivery of scientific journals, (2) to find publishers who can provide the copyrighted material in electronic form, and (3) to start a study to examine the user's behavior related to the new service. This paper will provide an introduction to the project and a glimpse, at an abstract level, of the systems' environment and architecture, including the hardware and software that is used. This article addresses mainly the generic character of DECOMATE and the strengths and weaknesses of this type of system. It ends with an overview of general problems in this field that have yet to be solved.     

The Unbearable Insecurity of the Electronic Resources Librarian

The article will outline the Core Competencies for Electronic Resources Librarians (NASIG Core Competencies Task Force [July 2013]) and intersect them with the practical everyday working experiences of an e-resources and periodicals librarian. The aim of the article is to convey an understanding of working in a practical library office environment, while being aware of the complexity of the theoretical competencies that are desirable and recommended. While it is aimed mainly at librarians, it should also be of interest to publishers and other vendors as they gain an understanding of what it is that librarians (their customers) do all day.

电子资源和纸本资源如何协调发展巳成为图书馆文献资源建设亟待解决的重要问题.从目前资源购置经费和读者的使用情况来看,电子资源的比重都要大于纸本资源,而纸本资源也正在向电子资源转化.但是电子资源存在着重复性、不稳定性、垄断性以及不易长期保存的缺陷,影响着馆藏建设.因此,电子资源与纸本资源的协调发展,应遵守目标性、互补性、满足需求、重点保障和成本效益的基本原则,不断调整馆藏发展政策,使馆藏评价制度化,有机整合电子资源与纸本资源,构建与出版商合作的新模式,建立区域联合馆藏,走共建共享之路.

Making sense of the electronic resource marketplace: trends in health-related electronic resources.

Changes in the practice of medicine and technological developments offer librarians unprecedented opportunities to select and organize electronic resources, use the Web to deliver content throughout the organization, and improve knowledge at the point of need. The confusing array of available products, access routes, and pricing plans makes it difficult to anticipate the needs of users, identify the top resources, budget effectively, make sound collection management decisions, and organize the resources effectively and seamlessly. The electronic resource marketplace requires much vigilance, considerable patience, and continuous evaluation. There are several strategies that librarians can employ to stay ahead of the electronic resource curve, including taking advantage of free trials from publishers; marketing free trials and involving users in evaluating new products; watching and testing products marketed to the clientele; agreeing to beta test new products and services; working with aggregators or republishers; joining vendor advisory boards; benchmarking institutional resources against five to eight competitors; and forming or joining a consortium for group negotiating and purchasing. This article provides a brief snapshot of leading biomedical resources; showcases several libraries that have excelled in identifying, acquiring, and organizing electronic resources; and discusses strategies and trends of potential interest to biomedical librarians, especially those working in hospital settings.

纸本资源与电子资源的协调发展是图书馆馆藏发展面临的重要课题。本文在分析目前图书馆纸本资源与电子资源建设情况的基础上,从目标性、满足需求、互补性、重点保障、成本效益等几方面探讨了纸本资源与电子资源协调发展的基本原则。认为在推进二者协调发展时,应遵从本馆的发展目标,坚持以用户的需求为导向,考虑二者的互为补充,保障重点馆藏,并重视成本效益分析。     

Relevance of electronic resource management systems to hiring practices for electronic resources personnel

Requirements for electronic resource positions in libraries advertised between the years 2000 and 2008 are reviewed and analyzed according to how they relate to developments in electronic resource management tools and standards taking place during the associated time periods. The research reveals that the job requirements for electronic resource personnel have not changed significantly over these years, despite overwhelming changes in quantity of material and quality of system resources and despite the recommendations of the Digital Library Federation's Electronic Resource Management Initiative documentation, which is used as a focal point for this study.

The technological challenge: capabilities,compatibilities, and cost-effectiveness of electronic publishing

The rapid decline in the price of computer hardware and the steady increase in the power of computer software are making it harder for corporate service centers like word processing, graphic arts, and technical publications to justify the costs of, and even the need for, their services. Word processing could once be done only on expensive equipment that was economical only for trained specialists. Now virtually anyone can have word-processing capability, and the same is becoming true for graphics and document-production services. This article outlines the dimensions of the problem this technological revolution is creating and describes the technological aspects of a strategy we have devised to deal with it.     

中文网络资源联机合作编目初探

最近几年，网络上可利用的中电子资源在逐步上升，目前我国还未对中网络资源进行联机合作编目，这极大地影响了读对网络资源的有效利用。从实践上看，对中网络资源进行联机合作编目，是当前十分迫切的任务；从理论上看，对联机合作编目相关问题的探讨也应逐步深入。     

Lithuania on the Web: Free Electronic Resources

ABSTRACT

The Republic of Lithuania, one of the three Baltic States, declared its independence from the Soviet Union on 11 March 1990. Lithuania joined the United Nations in 1991 and became a member of NATO and the European Union in 2004. Dalia Grybauskait? was elected president of the Republic of Lithuania in 2009 and reelected in 2014. Lithuania adopted the euro as its currency as of 1 January 2015. This paper discusses free websites that elucidate Lithuanian government, culture, and heritage.     

Confronting the Digital Environment: Assessing the Challenges to Bibliographic Control of Electronic Resources

Abstract

In the early 2000s, the dissemination of digital information resources was overwhelming library collections. Libraries struggled to make these materials discoverable in OPACs. The PCC stepped up its priorities to develop training, standards, and procedures for addressing digital content. Two events influenced the thinking and the direction of the PCC: The Bicentennial Conference on Bibliographic Control for the New Millennium: Confronting the Challenges of Networked Resources (2000) and the 2004 CONSER Summit on Serials in the Digital Environment. The discussions and the priorities resulting from these events provided guidance to the PCC.
