Ireland: White Paper on Educational Development

A White Paper on educational development was published in December 1980. It covers the whole aspect of education development in Ireland during the past few years and examines proposals and projects for the 1980s. It includes chapters on primary and secondary school curricula, special provision, the Arts, third level education, in-service training courses for teachers, school transport, adult and community education, recreation and youth activities, teaching in the Irish language, and projection of pupil enrolments.     

Thoughts on Being a White Consultant

The article is a synthesis of reflections by those in Missouri who participated in the early and ongoing efforts to implement community-governed, integrated, school-linked systems of supports and services for children, youth, and families. Historical observations were elicited through interviews with state employees representing child welfare, health, juvenile justice, education, and mental health. Interviews were conducted with the heads of each of these agencies as well as with persons at the middle management level who participated in planning and implementation of reform. Although many lessons learned apply to all state agencies, the reflections particularly address education.

This paper reviews the recent White Paper Realising our potential: a strategy for Science, Engineering and Technology (Cm 2250) from the point of view of academic research. It deals particularly with ownership of the White Paper process, with the main policy thrusts of the White Paper and with instruments for implementation.

为了应对政府拨款的减少以及国际化和全球化带来的机遇与挑战,伦敦大学学院委员会于2011年发布了《UCL委员会白皮书2011-2021》。该白皮书主要包括9个战略目标与要求:巩固大学的综合性;维持大学的开放性;提升学术与教育质量;把握研究方向,促进知识转化;发展创业教育,加强校企合作;建设多样化的师资队伍;保证长期稳定的科研经费;提高效率,削减日常开支;更新基建设施,提升空间使用率。该白皮书为伦敦大学未来10的发展提出了一系列的改革措施。     

Corrupt language,corrupt thought: the White Paper The importance of teaching

This article deconstructs the language of the 2010 UK Coalition Government's White Paper, The Importance of Teaching. It uses analytical frameworks related to rhetoric established by Aristotle and Cicero. It explores the mechanisms of language using both critical discourse analysis and content analysis, offering quantitative data on the content of the paper and qualitative data on the literary strategies employed. It is concerned not only with how what is communicated persuades but also the ethics of persuasion; what is suggested and to what end. The article suggests a mutually reinforcing relationship between poverty of language and poverty of thought. The Coalition Government asserts an heroic stance to act radically to free victimised teachers from the burdens of bureaucracy imposed by the previous government. However, rather than radical action to make change, the findings suggest that the White Paper presents an illusory carapace of change that conceals fundamental continuity. It reassures all of the commitment of government and audiences to change while sustaining education as fundamentally unchanged.     

Justice through higher education: Revisiting White Paper 3 of 1997

Interrogating the White Paper 3 of 1997 which upholds academic freedom, institutional autonomy and public accountability, I make the case for justice through higher education using public accountability. I argue that the higher education system in South Africa is capable of fulfilling such a role in the context of extreme injustices but not without a critical engagement of the extent and causes of these injustices and an understanding of their implications for academic curricula, practices and deeply embedded conceptions of knowledge. A redefinition of higher education institutions' public accountability in terms of responsibility to their ‘institutional locale’ or community (the populations whose needs they should be meeting) can be an effective ‘proactive tool’ with which higher education can redress social injustices. This requires an interrogation of the social, political and economic conditions of possibility that either inhibit or aid educational desire and attainment. An investigation of this nature entails a rigorous reappraisal of all three of the key principles within which higher education systems operate—academic freedom, institutional autonomy and public accountability—if they are to guard against the continued perpetuation of epistemic and social injustices.
