近年来,国家对教育资助资金的发放数额逐年提高、覆盖范围逐步增大。C市C区资助资金在实际使用及管理过程中却出现财务收支信息反馈迟缓、资金发放不到位、财务管理信息化水平不高、国家助学贷款回收不及时等问题。这是由于该资助管理中心管理信息化水平不高、内部控制存在缺陷等问题造成的。该中心应建立国库管理信息沟通制度,强化教育资助中心的预算管理,选择科学的预算编制方法,完善财务管理信息化建设的规范体系等以解决当前困境。     

Barry C.KEENAN,Neo-Confucian Self-Cultivation

Barry C.Keenan has been acknowledged as an influential American Sinologist since his doctoral dissertation entitled The Dewey Experiment in China:Educational Reform and Political Power in the Early Republic was published by Harvard University Press in 1977.His deft approach to the sociological history of Chinese education was further exemplified in his second monograph,Imperial China's Last Classical Academies:Social Change in the Lower Yangzi,1864-1911,published by the University of California Press in 1994.This academic background suggests that Keenan had been actively involved in the new cultural history movements that sprung up in the 1970s.

C H Waddington, canalisation and genetic assimilation

Conrad Hal Waddington was an English biologist who was among the earliest to emphasise that the proper understanding of multicellular development required an evolutionary approach. More than 50 years ago he carried out a series of experiments with intriguing implications for the evolution-development link. They appeared to demonstrate that it was possible for evolutionary change to take place and a qualitatively different developmental outcome to result without the action of selection on spontaneous mutations — that is, without the conventional neo-Darwinian route coming into play. The findings suggested that Lamarckian mechanisms might be at work, namely that acquired traits might be heritable. When Waddington is remembered today, it is for this set of experiments and for the explanation that he gave, which he named genetic assimilation. The explanation postulated that as a consequence of evolution, the course of normal development was canalised or buffered against perturbations. What follows is an informal and non-technical account of his work on genetic assimilation and his less successful effort to build a theoretical biology.     

AP、T、C、T/C及平衡能力对高脚竞速运动选材和训练的影响

选取我国优秀高脚竞速运动员与一般水平运动员各12名,测试运动前后的AP、T、C、T/C值及机体的平衡能力.结果显示:运动前后优秀组运动员AP、血清T、T/C值、平衡能力指标均高于一般水平组,且安静时最大无氧能力、功率递减率、平衡能力均具有显著性差异(P＜0.05);运动后即刻两组运动员体内血清T均出现非常显著性升高(P＜0.01);而运动前后优秀组血清C低于一般组,运动后即刻优秀组、一般组分别出现显著性、非常显著性升高.说明AP、平衡能力、血清C可作为高脚竞速运动员科学选材的指标,T/C值可结合血清T、C对高脚竞速运动员选材过程具有一定的指导意义,对运动训练的评价与监控有非常重要的意义.
