高校贷款是我国现阶段高等教育发展中的一个“既成事实”,也是高等教育发展中面临的一个无法回避的问题。“负债经营”是我国现阶段高等教育发展的一个特点。高校贷款与教育市场化和高等教育规模扩张之间并非简单的线性关系,而是各种因素“叠加”的结果,对此政府、银行和高校都有一定的责任。如何理性地看待这一现象,如何有效地化解可能出现的风险,是目前我国高等教育必须正视和急需回答的一个重大问题。  相似文献

本从产权经济学的角度探讨了近些年来我国高校合并行为与高等教育产权问题的关系,特别是如何看待发生在同一所有主体的高校之间(主要指公立高等学校之间)的“高校合并”行为。首先总结了我国高等学校合并的典型特征;然后从三个方面论证了高等学校合并与高等教育产权流动之间的深层矛盾,即在高校的合并中存在着产权主体不明确、合并动力弱化、交易成本过高、产权体系残缺、合并行为不规范等一系列的问题,并指出这些矛盾存在的根本原因就在于中国高等教育产权制度改革的滞后。  相似文献

This paper discusses strategic instruments that are used to enhance the competitiveness of Finnish universities in the context of globalisation, internationalisation and commercialisation of research and education. The Finnish higher education system is currently undergoing a major policy reform, which aims to enhance the competitiveness of Finnish universities through structural development. This article focuses specifically on three themes of structural development: institutional cooperation and mergers between universities; stratification and differentiation; and changes in governance and leadership. University mergers are a common practice in higher education systems around the world. Merger-related aspects such as the transformation of organizational and administrative structures, the impact on the internal funding allocation mechanisms, or changes in academic strategies and profiles, are well researched. However, the role of students in university mergers and their understanding of these processes are hardly investigated. The aim of this study was to identify how students are affected by merger processes. Through the conceptual framework, integrating university organizational identity theory and studies of the human side of mergers and acquisitions, this article encompasses six institutional cases in Russian higher education. These cases were selected to illustrate different scenarios of university mergers and accordingly to analyze the variety of student experience in changing universities. The project’s data included the results of document analysis, analysis of the merged universities’ representation in the public space, interviews and focus-groups with university administrators and with students who studied during the process of university merger. It highlights such perceived effects of mergers as anxiety and perceived unfairness due to post-merger changes, activization of we-they opposition between the students of merged universities, loss or transformation of organizational identity, and clash of university cultures.

This paper looks at recent mergers in higher education from a strategic management perspective. It is based on private research undertaken for a dissertation in completion of an MBA degree in 1996. The objectives of the study included the discovery and analysis of merger input factors and process variables, and an assessment of the contribution of both towards an effective outcome. The paper considers similarities and differences between mergers in higher education and as a whole. The process included structured interviews with senior management in two universities, which helped to develop a census survey of incidents involving an HE partner between 1987 and 1994. The incidents included mergers with further education colleges, other HE institutions, and colleges of health.  相似文献

Under the apartheid state, higher education was structured to maintain and reproduce the subordinate social and economic position of non-Whites. The post-apartheid higher education sector suffered from fragmentation along racial lines, a lack of sustainability, and a structural incapacity to meet the challenges of restructuring and development. After more than a decade of reform, the Ministry of Education announced the plan to restructure the higher education system, consolidating 36 institutions into 21. Institutional mergers were perhaps the most significant structural change to the higher education system since post-apartheid desegregation of universities. This article examines the role of these new higher education institutions in promoting social cohesion within the university and by extension, the society at large. The institutional functions of the new universities are evaluated on the basis of the following indicators: (a) curriculum, (b) institutional climate, (c) perception of fair treatment of all students and (d) mechanisms to adjudicate community differences. Although all these aspects of institutional functions are important, it is the perception of fair treatment across the higher education system that informs desirable behavior that can promote social cohesion in society as a whole.  相似文献

The Danish higher education system was until recent years characterized by local diversity. It comprised, in relation to the population size, a large number of rather small institutions and a large number of universities and other research institutions. Since 1990, the Danish higher education system has changed dramatically: The number of institutions has been drastically reduced, mainly through mergers, and the governance and management of the universities has been changed with the implementation of the University Act of 2003. The transformation of the system is in progress and a new funding system is expected to be introduced in the near future.  相似文献

After nearly 15 years of painstaking efforts, the reform targets of higher education system have been met, and a decentralized, two-tiered administrative system has been installed. As reform proceeded, the 1990s witnessed revolutionary changes in China ’s higher education system, particularly through radical mergers. The reform process and its background are detailed here, with a case study focusing on Zhejiang University. However, the most hotly debated reform has been the amalgamation of universities. Two kinds of merger can be identified and the whole process can be traced in detail. The need to optimize China ’s system of higher education has a background dating back about 50 years, when the first reordering of higher education took place. The reordering and its results are described, and the causes and after effects of this reform are detailed.  相似文献

Academic observers have for some time been questioning whether industrial mergers produce identifiable economies of scale. They have found little evidence that efficiencies result from mergers. Is this also true in higher education? What does the evidence tell us about the practical implications of recent mergers? This paper examines this topic from a strictly empirical perspective. We begin by studying as an analogy, the recent mergers of professional accounting and consulting firms and me then turn to higher education and look in detail at the savings and the extra costs claimed from recent mergers.  相似文献
