The paper examines the role of organizational commercial slack (OCS) in mediating the relationship between entrepreneurial orientation (EO) and the effectiveness of knowledge transfer (KT) in universities. The paper identifies two types of commercial slack in the university setting: financial and promotional. Four research hypotheses are proposed. Pooled data, that is, a combination of a questionnaire survey of 110 Taiwanese universities with a data set of university KT effectiveness from the Ministry of Education, Taiwan, are collected to test the aforementioned research hypotheses. The empirical results indicate that the EO of a university enables the university to provide appropriate OCS. Furthermore, the commercial slack of a university positively mediates the relationship between EO and KT effectiveness. The paper concludes that developing EO and OCS are crucial for improving the KT effectiveness of a university. Moreover, some managerial and policy implications for promoting EO and OCS in universities are suggested.

This study looks at some of the traits that characterized Argentina’s scientific and university policies under the military regime that spanned from 1976 through 1983. To this end, it delves into a rarely explored empirical observation: financial resource transfers from national universities to the National Scientific and Technological Research Council (CONICET, for its Spanish acronym) during that period. The intention is to show how, by reallocating funds geared to Science and Technology, CONICET was made to expand and decentralize to the detriment of universities. This was the primary tool used by the military regime to thwart higher education’s research development, bolstering research efforts at other realms. Thus, CONICET grew in budget, number of researchers, and staff size, creating new research institutes, while national universities struggled with reduced funding and were forced to shut down their institutes and programs. As a result, CONICET virtually concentrated all scientific research, foregoing the knowledge accumulated at universities, which drove a wedge between both institutions. This military approach to science and technology policy-making is discussed, bearing in mind the notion of dependence—both in terms of the state’s intervention in the inner workings of the scientific-university field as well as regarding the role played by international financial support in scientific research development.  相似文献

Structure and organization seems to be at the root of many of the questions raised about institutional behaviour; however, with respect to research on university capacity building, few studies have examined research organizational problems, particularly in developing countries. This study investigates academic reactions to the structure and organization of research at four leading Vietnamese universities. Through document analysis and semi-structured interviews with 55 participants, the study finds that the four case-study Vietnamese universities have accomplished a number of the more visible tasks of research management such as creating research and research management positions; deciding primary organizational units for research delivery; creating a research office; and creating research oversight committees. However, they seem to neglect the other less visible tasks of organizing and structuring research such as developing rules for research integrity; developing a mechanism for evaluating the quality of research outcomes; preparing researchers and research managers for the necessary skills and knowledge; and deciding vertical and horizontal decentralization. The study concludes that even though research has been formally structured and organized, the management of research has not yet been professionalized. The key problem in organizing and structuring research is the lack of an effective system for research behaviour formalization. A more effective system for better formalizing research behaviours should be developed so that Vietnamese universities can integrate more successfully into the global research.  相似文献

Universities worldwide are facing enormous strains as a result of increased external expectations where global visibility should be mixed with local and regional utility. In debates on the future of higher education, becoming an entrepreneurial university has been highlighted as a novel – although perhaps a more hybrid – way to deal with this challenge. However, while the label entrepreneurial points to an image of the university as a dynamic free agent shaped in the interplay between dynamic environments and internal flexibility, the current article takes a more critical view on the factors conditioning universities with the ambitions of becoming more entrepreneurial – particularly those of more recent age and less academic standing. For these institutions it is suggested that the university ideal of being entrepreneurial may lead to a situation of strategic inertia characterized by an institutionalized ‘lock-in’ with few alternative development paths.  相似文献

Temporary international mobility is an increasingly relevant practice amongst academics. However, current literature lacks understanding on whether such mobility influences the individual academics’ entrepreneurial knowledge. This paper hypothesizes that temporary international academic mobility is conducive to the academic’s entrepreneurial knowledge and that interpersonal social networks play a crucial role in the transfer of this knowledge through their strength and size properties. We perform a Partial Least Squares - Structural Equation Model and build upon an original survey data set collected amongst 281 Chinese academics. We find that the size of one’s interpersonal social network fully mediates the relationship between international academic mobility and entrepreneurial knowledge. This result points to the importance of a structurally broad - rather than a relationally strong - international social network in the academic’s accumulation of entrepreneurial knowledge abroad.

It is widely argued that, in the United States, the Department of Defense dictated the intellectual contours of academic science and engineering during the Cold War. However, in important ways, American science was also deeply influenced by industry. Between 1955 and 1985, Stanford University embraced three waves of industrial innovation in solid state technology (transistors, integrated circuits, and VLSI systems). National research policies are today driven by the concept of the ‘knowledge society’, in which development is deemed to follow the application of new ideas. Australia, like other countries, has encouraged partnerships between the universities and industry. This essay examines how Australian scholars in the humanities have responded to the Australian Research Council’s Linkage Projects. Their experience underlines the importance of viewing collaboration as social practice, and the need to find a satisfactory synthesis between academic and industry perspectives.  相似文献

As universities are increasingly called by their national governments for a more entrepreneurial management of public research results, they started to develop internal structures and policies to take a proactive role in the commercialisation of university research. For the first time, this paper presents a detailed chronicle of how country-level reforms on Intellectual Property Rights (IPRs) were translated into organisation-level mechanisms to regulate university-patenting activity. The analysis is based on the complete list of patent policies issued between 1993 and 2009 by the population of Italian universities. Our evidence suggests that universities first dealt with legislative changes on IPRs by enacting isomorphic behaviours, then by creating a community of practices, and finally by leveraging on such community to influence government reforms on IP-related matters. We discuss our results in the light of institutional theory and public policy.  相似文献

The global community, from UNESCO to NGOs, is committed to promoting the status of women in science, engineering and technology, despite long-held prejudices and the lack of role models. Previously, when equality was not firmly established as a key issue on international or national agendas, women’s colleges played a great role in mentoring female scientists. However, now that a concerted effort has been made by governments, the academic community and the private sector to give women equal opportunities, the raison d’être of women’s universities seems to have become lost. This paper argues otherwise, by demonstrating that women’s universities in Japan became beneficiaries of government initiatives since the early 2000s to reverse the low ratio of women in scientific research. The paper underscores the importance of the reputation of women’s universities embedded in their institutional foundations, by explaining how female scientific communities take shape in different national contexts. England, as a primary example of a neoliberal welfare regime, with its strong emphasis on equality and diversity, promoted its gender equality policy under the auspices of the Department of Trade and Industry. By contrast, with a strong emphasis on family values and the male-breadwinner model, the Japanese government carefully treated the goal of supporting female scientists from the perspective of the equal participation of both men and women rather than that of equality. Following this trend, rather contradictorily, women’s universities, with their tradition of fostering a ‘good wife, wise mother’ image, began to be highlighted as potential gender-free institutions that provided role models and mentoring female scientists. By drawing on the cases of England and Japan, this paper demonstrates how the idea of equality can be framed differently, according to wider institutional contexts, and how this idea impacts on gender policies.  相似文献

ABSTRACT

The rapid reform of the Akihabara district of Tokyo during the first decade of the twenty-first century, in conjunction with the Japanese government’s policy on the global promotion of Cool Japan, has been envisioned under the Japanese government’s new direction of becoming a ‘ubiquitous society’. From the postwar period when Akihabara became the techno-gadgetry hub of Tokyo, into the twenty-first century where it transforms itself into the Mecca of anime and video games, Akihabara has become the embodiment of national hope and technological future. Noticeably, what also implemented alongside this advance of techno-future is a new form of governance and surveillance. After Katō Tomohiro’s murderous rampage in Akihabara in 2008, numerous CCTVs have been installed to secure the neighbourhood from crime and news of this solution became a spectacle in international media. This form of ubiquitous techno-governance integrated as part of everyday life had already been imagined in anime such as Dennō Koiru (Coil A Circle of Children), which broadcast on Japan’s national broadcast station NHK in 2007. In light of the concerted effort of the Japanese government’s promotion of anime to the global consumers seamlessly integrating the urban developmental project of Akihabara, the production of Dennō Koiru at that historical juncture presents a pertinent foreshadowing of Japan’s ‘society of control’. This article will examine the notion of ubiquitous society and surveillance in Dennō Koiru and situate its production against the backdrop of Japan’s growing techno-governance vis-à-vis its creative industries in the twenty-first century.  相似文献

Utilizing a political economic framework, this study investigates the development and expansion of independent media in Afghanistan, focusing on one of the largest private media companies in the country, Moby Group. The company's approach to producing media is tied to its complex location as a translocal/transnational media entity. The company serves a unique population and navigates complex relationships locally and globally (operating in an emerging democratic state negotiating neoliberal market imperatives). This paper argues American-backed development of state-independent media and the rise of private companies such as Moby Group are part of larger geopolitical practices that further U.S. interests and the neoliberal agenda globally.  相似文献

One of the unintended consequences of the New Public Management (NPM) in universities is often feared to be a division between elite institutions focused on research and large institutions with teaching missions. However, institutional isomorphisms provide counter-incentives. For example, university rankings focus on certain output parameters such as publications, but not on others (e.g., patents). In this study, we apply Gini coefficients to university rankings in order to assess whether universities are becoming more unequal, at the level of both the world and individual nations. Our results do not support the thesis that universities are becoming more unequal. If anything, we predominantly find homogenisation, both at the level of the global comparisons and nationally. In a more restricted dataset (using only publications in the natural and life sciences), we find increasing inequality for those countries, which used NPM during the 1990s, but not during the 2000s. Our findings suggest that increased output steering from the policy side leads to a global conformation to performance standards.  相似文献

Conclusions An interest in economic development has been extended to a set of research universities which since the late nineteenth century had been established, or had transformed themselves, to focus upon discipline-based fundamental investigations.21 The land-grant model was reformulated, from agricultural research and extension, to entrepreneurial transfers of science-based industrial technology by faculty members and university administrators.The norms of science, a set of values and incentives for proper institutional conduct,22 have been revised as an unintended consequence of the second revolution. This has happened through an accretion of gradual organisational changes that often go unnoticed, and through conflict that disrupts the status quo and makes change evident. The two forms of normative change became apparent in the emergence of group research and in controversies over conflicts of interest. With extensive financial support from government, large research groups began to replace the traditional form of professor and graduate student—still commonplace in the humanities—as the typical way of organising research, although group leaders were called individual investigators.23 Possessing many of the characteristics of a small business, apart from the profit motive, some of these research groups or quasi firms are only a short step away from turning into companies when the opportunity arises.Disputes about conflicts of interest are a step towards the transformation of norms. How they are resolved suggests the shape of the new norm; their continuation indicates that the outcome is still in question; their intensification increases the likelihood that a practice will be defined as deviant. Some conflicts of interest will be resolveable as norms change; others will be defined as fraud and be dealt with by the legal system. Conflicts of commitment may also be amenable to resolution, for example, by granting leave to establish a company. Integrating campus and company research reduces some of the potential for conflict, especially when the university holds the intellectual property rights in question.Under these new normative conditions what is left of the idea of the university as a source of disinterested expertise? As molecular biology departments have developed a complex network of industrial ties a new critical discipline of environmental science has grown up in academia. Universities are flexible institutions, capable of reconciling many diverse missions. We used R. S. Lazarus’ (Emotion and Adaptation. Oxford: Oxford University Press, 1991) appraisal theory of emotions to propose a theoretical model of anxiety, upon which we built two empirical models centering on intercultural communication apprehension (ICA), distinguished by timing. We tested the models in three samples: Chinese in the US (N?=?268), US Americans who studied abroad (N?=?419), and US Americans in the US (N?=?515). The models achieved good fit. The results showed that during an anticipated or actual intercultural interaction, people had multiple, potentially conflicting goals. The goal-related appraisals of the situation resulted in emotional reactions, such as ICA, as well as coping strategies. ICA and coping further influenced people’s immediacy behaviors and the intention to interact. Our empirical models supported the utility of the theoretical framework for all three samples, and provided advice for practitioners to improve sojourners’ time abroad.  相似文献

There are a number of different forms of inter-organisational collaborative arrangements between universities at international, national and sub-national levels. This paper focuses on a particular form of inter-university collaboration mechanisms, which represents one of the key recent policy developments in Scotland. Research pooling initiatives are a regional response to create international research excellence and regional relevance by ‘pooling’ specific areas of research excellences that are seen to be of strategic importance to Scotland universities across the region. Research pooling initiatives as networks can be seen as strategic processes. Universities share resources and research facilities among selective partners and recruit professors and research students internationally by branding their subject areas together. This multi-scalar institutional development is set against the background of devolution and globalisation of science, technology and innovation policy on the one hand, and changing national higher education policies in the UK on the other.  相似文献

The spirit of capitalism shifted throughout the twentieth century, Boltanski and Chiapello place it sometime in the period between the 1960s and 1990s [2005, The New Spirit of Capitalism, Verso, London], for Bell it had happened by the mid-1970s and its contradictions were already apparent [1998, The Cultural Contradictions of Capitalism, Basic Books, New York]. David Harvey is more specific and cites 1979 as the dawn of the new era [2005, The New Spirit of Capitalism, Verso, London]. This paper seeks to build on this scholarship of the changing spirit of capitalism and read it through the development of the heroic figure of the American imagination, through the representation of the capitalist hero. Its aim is to situate the figure of the capitalist hero in the post-crash era and ultimately to understand the seductive power of the new capitalism that enables it to thrive. My thesis is that the seductive power of the new capitalism can be understood as an oscillation between revulsion and awe, we are both morally repulsed by the venality of capitalism yet also captivated by it. Revulsion and awe are at the core of the libidinality of the new capitalism and can be seen through the representation of the heroic object of the capitalist imagination.  相似文献

Recent debates in economic sociology have focused on the question of long-term calculation specific to capitalism. With a renewed interest in Max Weber’s work, particularly his seminal essay, The protestant ethic and the spirit of capitalism, scholars such as Arjun Appadurai and Jens Beckert have analysed calculative devices intrinsic to long-term accounting. Appadurai highlights the charismatic figure of the financial player who speculates on uncertainty, the same realm of uncertainty that in Beckert’s work becomes intelligible through the creation of market fictions. In this paper, I instead explore calculation as it unfolds in bazaars selling contraband and pirated electronic goods. Based on an ethnographic account of Delhi’s Lajpat Rai market, Palika Bazaar, and Nehru Place, I argue that calculation in the pirate bazaars is of a short-term nature and oriented to an embedded economic rationality that is closely entangled with the longue durée of everyday life. Rather than future-oriented fictions, small-scale traders employ moral stories and piracy-related discourses to meet day-to-day survival needs.  相似文献

This paper aims to show the historical contingency of policy entrepreneurship in science by analyzing the case of brain research in South Korea during the last decade of the 20th century. This decade saw an increasing emphasis placed upon the development of information technology and its use for societal changes. The rise of the “Information Society” in Korea was an important context for shaping the field of brain research as an amalgam of multiple disciplines which led to the passage of the Brain Research Promotion Act; the first law in the world enacted to promote brain research. This paper, through focusing on in what context someone takes up an entrepreneurial role, shows how the concept of interdisciplinarity has been shaped by, and how it has influenced the development of brain research and its related policy measures in Korea. It ultimately reveals the contingent and transient aspect of a policy entrepreneur and his effect on building a new field.  相似文献
