Changes in society and government have increased concerns of low participation and involvement by people, especially the young, in the political process and decision-making. As a result, citizenship has become a focus of recent curriculum developments in many countries. In Scotland, ‘Values and Citizenship’ has been made one of the Scottish Executive's national priorities for education and is linked to the major national initiative, ‘Education for Citizenship’. This is seen as encouraging pupils to make informed choices and decisions and to take action, individually and as part of the community. More recently, A curriculum for excellence 3–18 (SEED 2004 Shucksmith, J. and Spratt, J. 2001. Education for citizenship in Scotland: An analysis of responses to the consultation paper, Aberdeen: University of Aberdeen.  [Google Scholar]) placed promoting responsible citizenship at the heart of the curriculum. This article reports on the extent to which a sample of Scottish schools was making progress towards developing education for citizenship, the strategies they developed and the barriers encountered in this implementation. Citizenship and values education in one form or other has existed in Singapore since it acquired self‐government in 1959. Much has been written about the different forms that this education has taken over the years. In recent years, there have been efforts at describing and analyzing aspects of National Education, which was introduced in 1997. At the same time, a number of books and papers have been written examining the concept of citizenship in Singapore, which cover the period between the late 1980s to the mid 1990s. In the last five years leading to the millennium, there have been two major sets of changes in Singapore that have had implications for the conception of citizenship and for citizenship education. The first is to do with the introduction of National Education; the second, with the notion of active citizenship. This article describes these recent changes, and discuss their implications for the concept of citizenship and for citizenship education in Singapore.  相似文献

This paper explores what some have described as a ‘crisis in meaning’ in religious education (RE). One region, Northern Ireland, is chosen as a focus for exploring the question of meaning-making as it provides an example of ‘agreed ambiguity’ – where a common syllabus for RE is believed to be ascribed different meanings by different schools. The web pages of RE departments were used as a data source, and a critical discourse analysis method was employed to investigate how a sample of departments construct meaning in RE. The findings identify three dominant discourses in relation to RE in the sample: Christian Community, Cultural Hegemony and Personal Quest. It is noted that when giving meaning to RE, schools show commonality and difference across three key areas: ‘stake and interest’; ‘pupil agency’; and ‘dealing with difference’. In conclusion, it is noted that, where freedom is given to schools to construct meaning in RE, it is possible to sustain a common curriculum across schools with very different views of the subject, however, this flexibility has implications for issues of power, identity, autonomy and difference which may require mitigation. It is suggested critical education may be a valuable partner in this work.  相似文献

This paper revisits and discusses some of Paulo Freire’s theoretical tenets for participatory education suggested as part of a critical approach to the education of adults. Through data collected during a family literacy programme, the author analyses her discursive interactions as an adult education tutor with parents as learners. These discourse practices are analysed using critical discourse analysis and are discussed against Freire’s principles for participatory pedagogy. The author’s decision to insert the analysis and discussion of her classroom practices within these theoretical frameworks lies on their focus on language and their alleged commitment to the transformation of discursive practices that reinforce unequal power relations in society. The findings of the study indicate the presence of authoritarian discourse that does little to change the power relations within the classroom. The author posits that despite managing to give rise to a discussion of themes related to parents’ advocacy and language awareness in their interactions within their children’s school, a deeper realisation and discussion of these issues was hindered by her failure to challenge the order of discourses present in her interactions with parents. The author concludes by suggesting that there is a need for teachers to closely re‐evaluate the features of their own discourse practices if immigrant parents attending family literacy courses are to be given a voice within the classroom as a first step towards raising their prospects of advocacy and empowerment in wider social contexts.  相似文献

A number of writers have drawn attention to the increasing importance of language in social life in ‘new times’ and Fairclough has referred to ‘discourse driven’ social change. These conditions have led to an increase in the use of various forms of discourse analysis in policy analysis. This paper explores the possibilities of using Critical Discourse Analysis (CDA) in critical policy research in education, drawing on a larger research project which is investigating the equity implications of Education Queensland’s reform agenda. It is argued that, in the context of new times, CDA is of particular value in documenting multiple and competing discourses in policy texts, in highlighting marginalized and hybrid discourses, and in documenting discursive shifts in policy implementation processes. The last part of the paper discusses how such research might be used by policy activists inside and outside education department bureaucracies to further social democratic goals.  相似文献

Abstract

The aim of this article is to investigate the impact neoliberalism has in shaping the discourse of the European Union’s policy of Lifelong Learning. The literature review initially presents the theoretical framework of neoliberalism as the dominant ideological and economic paradigm of our time. Thereafter, it takes a view on how neoliberalism perceives the four objectives of the European Union’s Lifelong Learning policy, namely employability/adaptability, personal fulfillment, social inclusion, and active citizenship. Through the analysis of European Commission’s policy documents on Lifelong Learning, this article explores whether these objectives, with focus on social inclusion and active citizenship, can be realized within the ideological, political, and economic framework set by the neoliberal paradigm. The data underwent Qualitative Analysis using the methods of Critical Discourse Analysis and Qualitative Content Analysis as well as Quantitative Analysis of textual data. The results indicate that only employability and adaptability seem to be compatible with the neoliberal rhetoric since the flexible and adaptable employee better serves the needs of the markets. The role neoliberalism holds for the individual is that of the consumer, product user, and voter. Therefore, the non-economic objectives of Lifelong Learning cannot be equally developed as they constitute the complete antithesis of neoliberalism’s basic principles.  相似文献

The European Union (EU) plays a dominant role in coordinating the responses to the massive inflow of refugee-migrants into Europe; consequently, the conceptions of citizenship and future integration which are embedded in its policies are significant. We explore and analyse the key EU education policy documents that refer to immigrants to identify the forms of citizenship attributed to various types of incomers by the EU. Our analysis demonstrates that the EU’s conception of refugee-migrants is more closely affiliated with the notion of ‘Global citizens’ rather than with that of ‘European citizens’. Furthermore, we suggest that the EU distinguishes and navigates between various migratory flows, namely internal-European, desired external-European and undesired external-European (refugee-migrants), each associated with a distinctive conception of citizenship as well as with related policy discourses. In the light of the migratory flows into Europe, the particularistic conceptions of citizenship shaping the EU’s educational policy carry considerable implications for the future integration of refugee-migrants in Europe.  相似文献

This paper provides a critical policy analysis and network ethnography of Teach for Bangladesh (TfB). We demonstrate that TfB is a localised version of a global teacher education policy – Teach for All/America (TfAll/A). Santos, Boaventura De Sousa [2002. The Processes of Globalisation. Translated by Sheena Caldmell. Eurozine: Revista Crítica de Ciências Sociais and Eurozine, August, 1–48] has written about the ways some national policies travel globally. He calls these ‘globalised localisms’. When they touch down and are taken up in another national context, he calls this a ‘localised globalism’. We see TfB as a ‘localised globalism’. This paper is focused on documenting and analysing the policy network that has enabled a globalised localism, TfAll/A, to be taken up as a localised globalism in Bangladesh through TfB. We see this as the emergence of network governance in a developing world primary schooling context. The analysis shows how pivotal to TfB is the boundary spanning networking of its founder, who connects the global to the local, the private to the public, and the provision of social services to philanthropy.  相似文献

School administrators and teachers need to recognize that most persons—including would-be censors of school-related media communications—simply do not understand the complexities germane to measuring the impact of the mass media and the specific messages transmitted to broader audiences via a variety of media channels. In particular, what most laypersons fear are the perceived negative short-term effects while they ignore the critically important question of long-term influence. The author argues that administrators and teachers have a responsibility to better inform themselves vis-à-vis media influence so that they are able to effectively respond to concerns of potential censors of school related materials. They need, in point of fact, to become educators in the broadest meaning of that word.  相似文献

Given worldwide concern about a decline in student engagement in school science and an increasing call for science for citizenship in New Zealand Curriculum, this study focused on a butterfly unit that investigated how students in a year-4 primary classroom learnt about New Zealand butterflies through thinking, talking, and acting as citizen scientists. The butterfly unit included five lessons. The researchers observed the lessons and interviewed students and the classroom teacher. The students completed a unit evaluation survey after the unit. Findings indicate that the students enjoyed and were interested in activities such as reading about butterflies, learning and using new vocabulary, drawing butterfly life cycles, as well as hunting, tagging and releasing butterflies and publishing the data they had collected on a dedicated website. Through their participation in the unit, students had opportunities to act locally and globally, and to ‘see themselves’ in science through ‘being there’ experience. Units like this have the potential to develop students’ interest for longer-term engagement in science, even those students who may never envision themselves as professional scientists.  相似文献

Abstract

Having completed its reform of the schools and colleges of further education, government is now set to reform higher education. At issue here is higher education in Scotland, but the analysis has wider applicability. It operationalises Ritzer's concept of ‘McDonaldization’, and the latter's dimensions of efficiency, calculability, predictability, and control (both formally bureaucratic and informally fraternising). The analysis is set in relation to the government's earlier educational reforms, particularly of further education, and argues that its plans for higher education are of a piece. All this is related to current economic and cultural change: that is, to the fiscal pressures on the welfare state, and to the emergence of post‐modern culture. In conclusion, it is argued that policy for higher education will come to express what Charles Jencks has called (in relation to architecture) ‘double‐coding’: a mix of the bureaucratic form of modernity, tempered by appeals to post‐modern culture.  相似文献

Two‐way immersion is a model for bilingual education designed to help language‐minority students develop additive bilingualism while at the same time offering language‐majority students a chance to learn a second language. There is a great deal of rhetoric around two‐way immersion that claims these programs aim to improve overall equity among diverse groups of learners. The article begins with a brief review of the available research on two‐way immersion education. Then, using Bakhtin’s concept of dialogue and Bourdieu’s and Gee’s ideas of discourse/Discourse, this article takes a close‐up look at the discourse patterns in one second‐grade two‐way immersion classroom in Northern California, with an eye to uncovering how the teacher deliberately attempts to expose students to ‘alternative’ discourses and to lead language‐minority students to construct positive identities as learners. The ultimate question the article attempts to address is whether and to what extent any classroom program can create lasting change in the larger society through exposing students to ‘alternatives’ to mainstream dominant discourses within the context of classroom norms and activities.  相似文献

This article aims to investigate how the discourse on national identity is approached in the new Taiwanese citizenship curriculum. The differing opinions on Taiwan’s relationship with China and the constant threat from this rising superpower have deterred the explicit promotion of either a Taiwanese or Chinese identity. The new curriculum follows a strategy of ‘intentional ambiguity’, where neither identity is mentioned. In this ‘polysemous’ form, the curriculum has been criticized for staying silent on the question of cultivating a national identity. However, the curriculum developers interviewed for this paper suggested that parents and pupils who examine the new curriculum can find support for whichever national identity they favor since it is designed in such an inclusive manner. They can then simultaneously reflect on the multiple, divergent or competing meanings behind the ‘polysemous texts’ and this ‘hermeneutic’ process of reasoning can then facilitate the choice of national identity with maximum acceptance.  相似文献
