East African higher education from the community standpoint

The concept of community education is considered in relation to higher education in East Africa. The case of the University of Dar es Salaam is taken as an example to show how the concept has been adapted to meet the needs of a university in a developing society. Orientations towards the community in terms of teaching, research and other activities are described. Problems of access, admission, control and participation are considered in the context of the changed conditions within which the university must operate. The suggestion is made that experience shows that an institution can re-order itself in such a way as to contribute more effectively to the national community it serves.An earlier version of this article was prepared for a Seminar on Education and the Community in Africa held at the Centre of African Studies, University of Edinburgh 18–20 June 1976.     

Maintaining academic integrity among East African university students

Abstract

The purpose of this research was to examine the extent to which academic integrity is maintained in the academic programmes of three East African university students selected from one of the universities in each one of the three countries. For confidentiality and identification purposes, the universities were labeled A, B and C. The level of academic integrity was interpreted on the basis of the extent to which participants admitted to have engaged in plagiarism and academic misconduct in its various manifestations. The findings clearly indicated that academic dishonesty is widely practised by East African university students. The extent to which this held true varied from one item to another of the sixteen questionnaire statements with the highest score being in items related to plagiarism. Overall, 37% of the students in university C, followed by 32% of students in university A and 24% of students in university B engaged in academic dishonesty. The rate at which academic dishonesty was reported was comparable to what has been reported in other countries including Canada, Ethiopia, South Africa, the UK and USA.     

Pedagogy and the paradox of American evangelical involvement in East African schools

This article analyzes the ideals and principles that organize American evangelical Christians' work in Africa. Based on field research conducted among a group of American restorationist missionaries working in Kenya and Tanzania, the author argues that the education-oriented work of these missionaries is paradoxically socially encompassing, yet excluding. Missionaries themselves anticipate that their educational programs will help to connect Africans with a global community and that by evangelizing quietly, through actions more so than through words, they can establish a sustainable church that has buy-in at the grassroots level. On the ground, however, these missionaries' work is neither fully integrative nor well established. Yet globalization, indigeneity, grassroots-focus, and sustainability are powerful organizing tropes that carry these missionaries' projects forward.     

Higher Educational Cost-Sharing,Dual-Track Tuition Fees,and Higher Educational Access: The East African Experience

Three universal demands characterize higher education globally: the demand for higher quality, for increased access, and for greater equity. In East Africa, where resources are highly constrained, no nation has been able to meet these demands on the basis of public expenditures alone. Instead countries have had to increase resources from nonpublic sources, including tuition fees. In countries with strong resistance to tuition fees and where the difficulty of taxation is combined with a daunting queue of competing public sector needs, a dual-track tuition policy is especially popular whereby the most capable applicants are financed from public resources and other qualified students are allowed admission on a fee-paying basis. This article studies dual-track policies in Tanzania, Kenya, and Uganda. We find that although rewarding ability, the dual-track policies did little to offer opportunities for the poor.

在“一带一路”倡议下,实施国际产教融合、进行高标准国际化办学是支持中国职业教育在新时期下的重要任务。肯尼亚、坦桑尼亚和赞比亚在东非均属农业国,经济发展缓慢,职业教育落后。中国在支持东非三国经济与产业发展过程中,应大力支持东非三国发展职业教育,为当地中资企业服务,支持当地提高青年就业水平。在需求导向下,系统总结东非三国产业和职业教育发展现状,提出中国职业教育教育通过“走出去”,支持东非国家快速发展对进一步推进国际产教融合具有重要意义。

After a brief look at pre- colonial and colonial education the article goes on to describe the situation after independence and especially the effects on higher education of a concentration of resources on basic education. To what extent do the link arrangements built up between universities in the North and the South perpetuate a colonial situation? What can be done to restore the dignity and heritage of the African people through university training? Examples are mostly taken from Tanzania, the country in Africa the author knows best.

Child maltreatment among U.S. East Coast migrant farm workers

This paper reports findings from a study that was conducted in 1983 to determine the incidence and patterns of child maltreatment among migrant farm worker families who reside in or travel through the Atlantic coastal region known as the Eastern Stream. These results are based on responses to a multipurpose mailed questionnaire that was administered to a sample of 2,207 migrant educators. Educational personnel from 14 of the 22 Eastern Stream states participated in this survey, which was designed to elicit information on the incidence of maltreatment in this population. The survey considered 13 different indicators of child abuse and neglect and six maltreatment forms. Another segment of the instrumentation secured information on the migrant population with which the respondents had direct contact so that an incidence rate could be formulated. The study conclusively established that the incidence of child maltreatment rate among migrant farm worker families, as perceived by migrant educators, was substantially higher than the rate observed for the population as a whole or even for families with approximately the same socioeconomic status. Comparative data are presented to place this primary research result in perspective and a more precise overall incidence estimate is derived. Differential rates of abuse and neglect within the migrant population and the factors that contribute to them are also considered.

陆庭恩先生是我国著名的非洲史研究专家。 1 935年 1 2月生 ,上海市人。 1 960年毕业于北京大学历史系 ,后留系任教。曾任北京大学亚非研究所所长 ,现为北京大学国际关系学院教授、博士生导师 ,北京大学非洲研究中心主任。 1 989～ 2 0 0 1年曾担任中国非洲史学会会长 ,现任名誉会长。主要著作有《非洲与帝国主义》、《非洲民族主义政党与政党制度》(合著 )、《非洲史教程》(合著 ) ,主编《非洲通史·现代卷》、《非洲农业发展简史》、《中国与非洲》等 ,发表有关非洲史的论文 1 1 2篇。在访谈中 ,陆庭恩教授讲述了他从事非洲史研究的经历以及研究重点 ,介绍了中国非洲史研究会和北京大学非洲研究中心的工作成就。他特别强调 ,学术研究一定要结合国家需要 ,这样的研究才有价值和前途 ;研究非洲必须深入非洲实际 ,这样才能有深刻的体验和丰厚的成果。     

Rethinking the place of African indigenous languages in African education

Using Kenya as a case study, the paper demonstrates how indigenous African languages have suffered delegitimization and devaluation in education both in colonial and post-colonial Africa. Ethnographic data from Kenya are presented to show how the use of English as the medium of education contributes to differential educational treatments. It is argued that this leads to the perpetuation of social inequalities. The paper advances the argument that indigenous African languages should be given greater emphasis if education in Africa is to contribute to the much needed social, economic and political transformation. The paper makes suggestions as to how indigenous African languages in education can be introduced/strengthened.
