This article gives an account of the use of knowledges from emerging scientific fields in education and youth policy making under the Coalition government (2010–15) in the UK. We identify a common process of ‘translation’ and offer three illustrations of policy-making in the UK that utilise diverse knowledges produced in academic fields (neuroscience, network theory and well-being). This production of ‘new knowledges’ in policy contexts allows for the identification of sites of policy intervention. This process of translation underlies a series of diverse revisions of the rational subject of policy. Collectively, these revisions amount to a change in policy-making and the emergence of a different subject of neoliberal policy. This subject is not an excluded alterity to an included rational subject of neoliberalism, but a ‘plastic subject’ characterised by its multiplicity. The plastic subject does not contradict the rational subject as central to neoliberal policy-making, but diversifies it.  相似文献

In England, a ‘revised’ educational code appears to be emerging. It centres upon the concept of ‘personalisation’. Its basis is less in educational theory, more in contemporary marketing theory. Personalisation can be regarded in two ways. First, it provides the rationale for a new mode of public‐service delivery, one which seeks to enable ‘users’ to co‐produce with professionals a solution to their needs. In this endeavour, it takes further that process of marketisation which had been set in train under the New Public Management. Second, it portends a new ‘grammar’ for the school, in the guise of ‘personalised learning’. At this stage, what shall count as personalisation—particularly in relation to personalised learning—remains incoherent and inchoate. For its justification as a policy, personalisation appeals to child‐centredness, to democracy and to consumerism. The analysis draws on contemporary social and marketing theory.  相似文献

This paper reports on a small-scale longitudinal study of ‘local’ leadership roles at two UK universities. The research explored perceptions of the leadership provided by a specific group of staff who held roles for enhancing learning and teaching. Based on ethnographic design principles, the study was based at one UK higher education institution with another as a comparator. Data were collected through semi-structured interviews and focus groups with ‘local’ leadership role-holders and their colleagues. Semi-structured interviews were conducted with academic managers. Analysis of the data was based on grounded theory and thematic analysis. The discussion and conclusion suggests that, to maximize the impact of these roles, the leadership aspects of them should be made explicit, recognized by colleagues at all levels and supported by leadership development. Further investigation into local leaders’ career progression may provide valuable insights for the relatively limited body of knowledge and practice of leadership within professional teams.  相似文献

Creativity in teaching and leadership continues to be a topic of interest in education. This article focuses on comments made by a school’s leadership team as part of a larger study in which a mixed methods case study design involving the school’s leadership team and staff who taught Arts (either as specialist teachers or generalist classroom teachers) was used. The research took place in a 6-year-old Preparatory Year to Year 9 (P-9) school in a growth corridor in metropolitan Melbourne. Staff members in the school provided responses to a questionnaire, participated in focus group discussions and were invited to maintain journals during the course of the study. Comments made by members of the school’s leadership team are analysed in this article using perspectives of pedagogical leadership and relational power. The article finds that the school's leadership team models and encourages experimentation with new ideas across the school as the team promotes the development of collaborative professional learning approaches in their relatively young school. The article concludes that professional learning communities (PLCs) within the school will be well-placed to pursue the collaborative approaches modelled by the school’s leadership team to ensure that a school-wide focus on student learning continues.  相似文献

Even though choice is not officially a feature in the German primary school system, some parents intervene in determining which school their child attends. Especially in urban contexts, the informal school market is growing. This demand is based on promises with respect to a certain quality of education as well as on issues that prevail in certain inner city schools. In looking at Berlin, as a global city, this article shows how contrary school choice practices gain traction in the face of ‘cultural differences’ that those practices produce discursively. Cultural semantics are activated with regard to the composition of the student body, when parents chose schools with a bilingual profile, but also when parents engage in the practice of ‘group enrolment’ into schools in inner city hotspots perceived as problematic. Our research shows how school choice practices may become acceptable despite being a public taboo, if parents argue by appeal to ‘cultural differences’.  相似文献

Energy is considered both a core idea and a crosscutting concept in science education. A thorough understanding of the energy concept is thought to help students learn about other (related) concepts within and across science subjects, thereby fostering scientific literacy. This study investigates students’ progression in understanding the energy concept in biological contexts at the transition from primary to lower secondary school by employing a quantitative, cross-sectional study in grades 3–6 (N?=?540) using complex multiple-choice items. Based on a model developed in a previous study, energy concepts were assessed along four aspects of energy: (1) forms and sources of energy, (2) transfer and transformation, (3) degradation and dissipation, and (4) energy conservation. Two parallel test forms (A and B) indicated energy concept scores to increase significantly by a factor of 2.3 (A)/1.7 (B) from grade 3 to grade 6. Students were observed to progress in their understanding of all four aspects of the concept and scored highest on items for energy forms. The lowest scores and the smallest gain across grades were found for energy conservation. Based on our results, we argue that despite numerous learning opportunities, students lack a more integrated understanding of energy at this stage, underlining the requirement of a more explicit approach to teaching energy to young learners. Likewise, more interdisciplinary links for energy learning between relevant contexts in each science discipline may enable older students to more efficiently use energy as a tool and crosscutting concept with which to analyze complex content.  相似文献

In the unfolding Maltese education scenario of decentralization and school networking, I explore distributed leadership as it occurs at the college level through the leaders’ narrative and performance in an investigation of the power relations among the different-tiered leaders. This article uses data from the case study of a Maltese college consisting of four primary and three secondary schools. Using these data from an ongoing doctoral study, all subjected to narrative and discourse analysis, I adopt the stance of a ‘story teller’, as I craft a narrative from the data to represent a ‘play of voices’. Foucault’s theories of power, governmentality, discourse and subjectivation are used to explore the unfolding of power relations. Analysis reveals a dichotomy between the leaders’ narrative of distributed leadership and their performance of it. There is the presence of a raging battle among the discourses of collegiality and isolationism, through the discourse of distributed leadership, and within the discourse of educational leadership itself. Distributed leadership is a challenge to perform at the college level; with resistance being demonstrated in overt or more subtle ways along the different hierarchies, although power does circulate. This article contributes to educational leadership literature with regard to the power relations among top educational leaders in a networked school setting.  相似文献

The broad aim of this paper is to track the evolution of adult literacy policy in the UK across three decades, highlighting convergences between policy phases and the promotion of democratic learning spaces. It is anchored onto the argument that, although it is generally accepted that democratic learning spaces are perceived as beneficial to adult literacy learners, policy has often deterred its promotion and, therefore, implementation. The paper identifies three block phases of adult literacy development: the seventies to mid-eighties, the mid-eighties to mid-nineties and the mid-nineties to the Moser Committees. The features of each of these phases are highlighted to map out convergences and divergences to the ethos of democratic learning spaces. The paper argues that, with the evolution of policy in adult literacy, the ethos of democratic learning space continuously diminished, such that as policy evolved year on year, the principle of democratic learning space found itself at counterpoint to policy. We draw on two theoretical frameworks, the NLS view of literacy and Bourdieu’s capital framework to explain these divergences and conclude that the dominant perception of literacy and the prioritised capital in the context of policy appear to limit the vestiges of democratic learning spaces.  相似文献

ABSTRACT

It is widely known that there is a discrepancy between educational policy on the one side, and teaching and learning practices on the other. Most studies have been focusing on the sociocultural and micropolitical frames that shape teachers’ understandings and enactments of teaching, and that cause the vast diversity of classroom practices around the world. This article wants to draw attention to the ‘politics of use’ in teachers’ work: how teachers mobilize larger political narratives when implementing curriculum reform. Arguably, these narratives provide a shortcut between the central government and street-level actors, thus circumventing the logics of these actors’ immediate institutional environments.

In order to showcase the politics of use, the article uses the case of education for creativity as it is designed for and practiced at Chinese schools. The case reveals how education for creativity is compromised by requirements emanating from larger political programs when implemented in Chinese classrooms. The article challenges the view that educational policy necessarily moves through a trickle-down process, from higher to medium to lower-level actors. In cases of strong ideological alignment between street-level actors and central state actors, educational policy may in fact sidestep and hence neutralize important institutional actors.  相似文献

The International Baccalaureate (IB) has undergone rapid growth and largely unhindered expansion over the past four decades. It has moved beyond its European nexus and the three IB programmes now have a relatively large presence in the USA, especially among public high schools. The IB gathered federal funding in 2003, and a concerted attack has subsequently emerged from a vast array of ultra-conservative agencies and commentators who denounce the curriculum as federal interference, and fundamentally ‘un-American’. This paper explores the complex nature of this ‘culture war’ and reveals the key issues and protagonists.  相似文献

This article focuses on teacher leadership, an important dimension of the work of the Leadership for Learning network which is the focus of this special issue. More specifically, the article focuses on the launch of a journal – Teacher Leadership – as a strategy for promoting key values: shared leadership, teachers’ leadership of development work, teachers’ knowledge building and teachers’ voice. Material published in the first two issues of this new journal is used to illustrate how these values are realised in action enabling teachers to lead innovation and contribute to the development of professional knowledge. The paper addresses the relationship between the twin tasks of enabling pupils both to learn about and learn from religion in the state education systems of Finland and the UK. Recognising that the relationship between these two tasks is the subject of considerable confusion, it is argued that the most appropriate way to view the connection is fundamentally ontological. In a plural society in which there is no basic agreement about the ultimate meaning and purpose of life, there nevertheless remains a common concern to enable pupils to live flourishing lives in harmony with the ultimate order‐of‐things. The paper draws on phenomenography and the Variation Theory of Learning to unpack the pedagogic implications of this argument.  相似文献

Five headteachers formed a group for the purpose of school evaluation. The approach used involved inter‐visiting and the sharing of the evaluation of each other's schools. The headteachers decided to evaluate the systems operating in their schools, evaluating each other in turn having involved the deputy in collecting staff views. All schools made changes as a result of the evaluations. The need for commitment by LEA or DES to such school evaluation was considered to be important.  相似文献

This paper draws on a study of numeracy coordinators in primary schools in the UK in the second year of the implementation of the National Numeracy Strategy (NNS). It identifies them as working between three main tasks: embedding the Strategy, sustaining teacher collegiality and auditing accountability. We identify tensions in ‘being a coordinator’ in relation to these tasks, especially for discourse and identity. We assess the usefulness of the metaphor of ‘brokering’ in ‘communities of practice’ (Wenger, 1998) to theorise such tensions. We conclude with some reservations about the metaphor, especially in the way the tensions are discursively performed in relation to the rate of change, complexity of notions of professional identity, and the problematic ‘community’ status of audit in the educational context.  相似文献

ABSTRACT

In an increasingly competitive world, it has been proved that invention, development, and profusion of new technologies through science and technology are the fundamental source of economic progress. Australia, which is one of the world leaders in education and India, which has the capacity to produce the highest number of young skilled manpower to lead the world, both understand the current situation and have signalled their commitment to restoring the national strategy for STEM education. The proposed study focuses on a comparative understanding of the interplay of inclusive policies, government’s initiatives, knowledge gap from the literature and potential future challenges that Australia and India could face in STEM education at the school level. The question we asked is: what are the important inferences and best practices in STEM education that can be mutually beneficial to broaden the Strategic Partnership? It is identified that the governments of both the countries are determined to utilise the young population to train them as skilled workforce in order to meet the future demand of industries. Australia’s constructivist approach to education and the well-defined system of vocational training outperform India, which is still following the traditional approach. However, Australia has failed to engage students adequately in STEM and needs to revisit the efficacy of the current education model, while India needs to espouse the well-defined Australian framework, which could help to enhance quality infrastructure, curriculum, constructivist teaching and transparent policy implementation. In addition, both the nations must work hard to attract bright students in the teaching profession in order to promote a conducive environment for scientific learning.  相似文献

This paper presents an approach to the critical analysis of textbook knowledge, which, working from a discourse theory perspective (based on the work of Foucault), refers to the performative nature of language. The critical potential of the approach derives from an analysis of knowledge-generating logics, which produce particular images of reality in the textual material. This kind of criticism creates space for didactic reflection in which something ‘other’ can be systematically highlighted. The approach is described by means of an example, an analysis of Austrian textbooks on business administration, looking specifically at the knowledge they contain about global economic contexts.  相似文献
