试论程序化在我国民主政治实现中的意义作用

程序化是民主政治重要组成部分,是现代政治文明的特征和体现,也是民主政治发展的必然要求。民主政治程序化建设必须从我国国情出发,实事求是,循序渐进,既立足于现实,又着眼于长远,扎扎实实地从程序方面加强民主,不断推进我国政治民主化进程。

公民政治参与是现代民主政治的核心和政治发展的标准与尺度,也是当前中国民主政治发展中的一项重要内容。在经济全球化、政治民主化、文化多元化的时代,公民政治参与呈现出扩大的趋势。扩大公民有序政治参与,是我国经济社会发展的客观要求,是衡量政治文明程度的重要标准,更是发展社会主义民主的重要体现。

公民政治参与的效度是衡量国家民主化水平的重要尺度.对政治参与效度的整体考察与系统思考旨在推进我国的政治民主化进程,使公民权利和国家权力在互动博弈机制中实现中国民主政治的健康成长.当前影响我国公民政治参与效度的因素有:经济发展与市场化水平,公民的政治认知水平与参政能力,政治参与的制度化水平和公民结社的组织化程度.     

和谐社会建设中的中国公民教育

随着民主政治制度的普及，公民教育已经成为当今世界各个民主国家培育民主政治主体的重要途径。在我国，公民教育也成为市场经济体制的变革和政治民主化的内在主体素质诉求以及现代化建设的必然要求。而我国公民教育主体、教育内容以及教育环境上的缺失，呼唤我们要进一步结合和谐社会民主政治建设的目的与要求，创新教育方式，结合本土文化，构建公民教育的合理化路径。

文章通过对西方学者塞缪尔.亨廷顿关于经济发展与民主政治关系的主要观点加以介绍、分析,结合我国民主政治发展的实际情况,认为我国经济自改革开放以来飞速的发展,取得了举世瞩目的成就,推动了我国民主政治的发展,但经济因素仅是促进民主政治发展的诸多变项中的一项,中国的民主政治发展不能急于求成,中国虽然具备了民主化的条件但还很弱小。中国的民主政治应该是结合中国实际的民主,中国民主化的前景是具有中国特色的民主政治。     

促进公民有序的政治参与

扩大公民政治参与是民主政治参与的必然,公民有序的政治参与是发展社会主义民主的根本要求;促进公民有序的政治参与是发展我国社会主义民主政治、文明的重要内容.有序的政治参与是主动的、制度化的、理性化的、民主化与合法化相统一的参与;而公民政治参与的制度化、规范化、有序化程度不高,直接影响着公民政治参与的有效性和政治社会的稳定性.因此,必须促进公民有序的政治参与,使其走上民主化、理性化、法制化、规范化、有序化的道路.
