台湾地区公共图书馆馆藏发展政策研究

台湾地区的国立中央图书馆台湾分馆、台北市立图书馆、台北县立图书馆、林口乡立图书馆均制定了馆藏发展政策。这些馆藏发展政策的内容包括政策说明、本馆简介、馆藏概述、馆藏资料选择、馆藏资料采访、馆藏维护、对外活动7个方面。我国大陆地区公共图书馆在制定馆藏发展政策时,应借鉴台湾地区的实践经验,研究并拟定政策编制指南,并在具体政策文件中突出电子资源建设和馆际合作等问题。     

Reference Collection Development Using the RLG Conspectus

Reference collection development should be seen as an integral part of the overall management of academic research library collections. The reference librarian benefits from participation in the development of collection development policy statements based on a collection evaluation using the Research Libraries Group (RLG) Conspectus. The writing of cormprehensive collection development policy statements using the RLG Conspectus to evaluate subject collections requires that collection management librarians and reference librarians work closely together and integrate the development of the reference collection into overall collection development plans for the library. This article discusses some of the functions of collection management divisions and the potential components of a Conspectus-based comprehensive collection development policy statement. The sharing of the process between the collection management librarian and the reference librarian/selector is described. Benefits the reference librarian gains from the process are discussed.     

The necessity for a collection development policy statement

The heart of the library lies in its collections, and collections have to be built continuously. Budgetary constraints perforce stress the need for better defined collection development policy, although the ultimate goal should be an improvement of library service rather than any reduction of library cost. A written collection development policy facilitates a consistent and balanced growth of library resources, and a dynamic policy is one that evolves as the institution grows. Such a policy is based on the understanding of the needs of the community it serves and seeks to define and delimit the goals and objectives of the institution. A collection development statement is not a substitute for book selection; it charts the forest but does not plant the trees. It should be used as a guidepost, not a crutch. Book selection requires judgment and the courage to choose. A sound collection development policy, on the other hand, provides the necessary rational without which a collection may grow amoebalike, by means of pseudopodia.     

Formulating a Federal Depository Collection Development Statement

To show "demonstrable effort" within the meaning of the Government Printing Office's new collection development guideline, all depository libraries should formulate and implement a written collection development policy for depository publications. This article reviews the history of the GPO's new collection development guideline and addresses some practical considerations in formulating the policy statement from a law librarian's perspective.     

Developing a preservation policy and procedure statement for a health sciences library

The preconditions for creating a preservation policy document in a health sciences library are an existing preservation policy for the institution of which it is a part and administrative support for preservation. The assumption underlying preservation activity, from the formulation of general guidelines to the detail of operating procedure, is that collection development and preservation are complementary functions. Documentation of operational procedures in some detail should be a part of the statement. Since preservation activity cuts across functional library structures, all management staff should be involved in the planning process and be made aware of their responsibilities. The creation of a preservation policy statement will highlight unaddressed issues, procedural inadequacies, and differences in staff perceptions of priorities, but a written statement provides a framework for setting priorities and making decisions.     

高校图书馆电子资源发展政策研究——以香港大学为个案分析

本文介绍了香港大学电子资源发展政策的缘起、框架,并对电子资源的采选制度、电子资源的管理服务等内容进行分析,总结出高校图书馆在制定电子资源发展政策时应注意的几点:保持电子资源发展政策的独立性,设立结构合理的专门机构,及时修订发展政策。     

Some practical observations on the writing, implementation, and revision of collection development policy

This paper was conceived in the context of the "RTSD Guidelines for the Formulation of Collection Development Policies." It describes fundamental qualities of policy applicable to all kinds of libraries and recommends a step-by-step process leading to the successful realization of policy planning. Placing an emphasis on the values of the process itself, the paper also suggests implications for collection development personnel and for the library as an organization, when a working policy is adopted.     

日本强制性开放获取政策调研与分析

[目的/意义] 日本开放获取运动的发展在亚洲遥遥领先,研究日本强制性开放获取政策对推动我国开放获取政策的制定和实施具有借鉴意义。[方法/过程] 通过查阅国内外开放获取政策相关文献和调研日本15个机构实施的强制性开放获取政策,从开放目的、开放获取对象、版权声明和责任归属4个方面分析政策内容,从政策制定参与主体多元化、大学占主体、专门委员会负责管理运营和政策评估、政策允许撤回学术成果以及政策侧重点不断调整等几个角度归纳政策实施特征。[结果/结论] 从构建自上而下的开放获取政策体系、政策以重点高校为侧重点、逐步推广、成立高校机构知识库管理委员会,以及强化图书馆员和科研人员开放获取意识等几个方面对我国开放获取政策的制定与实施提出建议。

国外开放政府数据政策以及图书馆作用的综述

[目的/意义]图书馆在知识社会发展中扮演着重要角色,政府数据开放共享有利于人们利用数据创造知识,分析政策要素可以协助图书馆在收集、管理、处理、服务上厘清权益问题并制订实施方案。[方法/过程]调研国外开放政府数据政策,从执行方案、权责声明、服务政策三个方面综述政策要素,并以综述结果为基础分析图书馆的作用。[结果/结论]完善的政策体系有助于数据共享,而且图书馆可以协助推动良好实践,其中政策要素包括:执行方案(界定政策范围、组织推进小组、明确执行任务)、权责声明(建立问责机制、遵循既有法规、坚持开放边界)、服务政策(规划基础设施、提出服务要求、设定屏蔽原则)等。     

Collection development policies and practices in medical school rare book libraries

A survey of collection development policies and practices in medical school rare book libraries indicated that only 20% had documented criteria for collection development. The advantages of preparing and maintaining a formal written collection development policy are presented with guidelines for formulating such a policy.     

Case Study

Although the concept of browsing rooms or enrichment collections is not a new one in academic libraries, there is very little recent literature regarding the nature of such collections and a dearth of literature addressing thc importance of collection development policies for such collections. This paper describes the development of a collection development policy for a specific university library enrichment collection and discusses guidelines and procedures developed to complement and implement the policy.     

The Role of Legal Deposit of Books in the Polish Library Scheme: The Case of Poznań University Library

This article discusses the legal deposit system in Poland, outlining important issues, legal regulations, cooperation with publishers, and the importance of delivering books for academic environment. It emphasizes the significance of legal deposit for shaping collections and improving institutional quality. Poznań University Library is presented as an example of the Polish approach to the issue of book acquisition, including the library’s mission statement and elements of its collection development policy. The author also writes about tasks for the Legal Deposit Office and the library in the near future, including implementation of electronic legal deposit in Poland.     

国外图书馆藏书发展政策面临的问题与走向

进入新世纪以来藏书发展政策在国外一些图书馆受到冷遇,其主要原因在于藏书发展政策没有及时反映信息环境的变化给藏书发展带来的影响。数字时代图书馆仍然需要制订藏书发展政策,而未来图书馆藏书发展政策的制订需要考虑数字资源可能涉及的设备、技术、知识产权及图书馆联盟等因素。     

CD-ROMs in the Electronic Library

Abstract

With CD-ROMs it is possible to provide more consistent review, evaluation, selection, and reconsideration of a collection than can be achieved in the case of book and journal collections. In addition to developing an electronic resources policy statement, request and review forms, monthly statistical tables, and database-analysis reports, Hong Kong University of Science & Technology Library has used faculty surveys to provide data for this part of the collection management process.

Decision Making for Collection Management

Just as the collection development policy is based on the objectives, scope and goals of a library, so is the broader collection management policy. Collection management goes beyond a policy of acquiring materials to address policies on retention, discard and weeding, preservation, and housing. A clear policy for each stage of materials handling contributes to the long range success of collection development. The author also points out the costs involved with each of these activities that library administrators must be aware of for effective management of the collection.     

香港地区高校图书馆馆藏发展政策研究

馆藏发展政策是图书馆规划馆藏发展,合理安排购书经费的基本依据。文章通过对香港地区4所高校图书馆馆藏发展政策的主要内容和基本项目的阐述分析得出,大陆图书馆应设置专门的馆藏发展机构,尽快制定科学合理的馆藏发展政策和电子馆藏发展政策,并根据信息环境、服务对象信息需求的变化不断更新修订。
