国外图书馆联盟组织管理模式研究

[目的/意义]我国图书馆联盟组织管理模式并未成熟,组织管理缺乏规范的规章制度和固定的管理人员,联盟运作效率低、目标难以实现。相比之下,国外图书馆联盟发展较早,组织管理较成熟,已形成一定规模的固定模式,其优秀的组织管理经验值得参考和借鉴。[方法/过程]选取100个遍布各大洲的国外图书馆联盟作为调查对象,利用文献调查法、网站调查法、归纳法和比较研究法对调查对象的组织管理模式构建情况进行深入调查,归纳各管理模式的管理架构设置、管理机构职权和议事机制等具体内容。[结果/结论]国外图书馆联盟组织管理模式呈现组织管理政策完善、联盟成员参与度高、管理机构权责明确、联盟管理和运作效率高的特点,并总结出4点启示:制度是图书馆联盟规范管理的保障,高参与度是图书馆联盟协同管理的关键,权责明确是图书馆联盟精细化管理的重点,稳定的管理团队是图书馆联盟高效管理的前提。     

Investment Policies for Library Consortia

Some library consortia have investment portfolios which are under long term management. Having a proper written investment policy will aid in good governance and help the consortium properly manage its assets for the long term. A policy will define investment objectives, prohibited investments, a review process, a spending policy, and other needed details. A review of some special consortial needs provides insight into some of the unique challenges and opportunities faced by library consortia.     

Balancing Act for the Future: How the Academic Library Engages in Collection Development at the Local and Consortial Levels

ABSTRACT

Collection development remains a major focus and concern of current interest for all types of libraries. Consortia began as a means of sharing resources and of leveraging purchasing power for its members. How does a library balance its individual collection needs, both present and future, when it is a member of a consortium? Do the expectations of the consortium outweigh the needs of the individual library member? This article will address how an academic library engages in collection development at the local and consortia levels, addresses the benefits and challenges of consortia memberships, and responds to its local patrons in light of its obligations and commitment to a consortium.

Allocating costs in the business operation of library consortium: The case study of Super e-Book Consortium

This study examines the Super e-Book Consortium in Taiwan and Hong Kong by employing Activity Based Costing Method (ABC), which seeks to establish an activity and process analysis pattern for costing structure, and tries to find cost drivers for consortia business operation. The actual level of activities and the services provided by consortium have not been clearly identified. The service charges incurred for financing the consortium business operations are not commonly found in the expenditure category of their existing operating budgets. The key activities and relevant costs have been analyzed to provide a reference for pricing the service charges and as a benchmark for the future consortium operations in terms of cost reductions and efficiency improvements. A future inter-jurisdiction organizational business model is recommended based on key consortium operational activities and its changing environment.     

SALUS: online co-operation between South Australian health libraries

The establishment of the South Australian Health Libraries Consortium led to the development of the SALUS project which enabled the online delivery of core health, clinical information and bibliographic databases with full-text resources across South Australian government health services. This was the first venture of Australian health librarians to create an online consortium. This article discusses the policy and management issues surrounding the implementation of the SALUS project and its influence on the evolution of the health Libraries Consortium over several years. Lessons learned during this process included: the necessity to plan well ahead yet to remain flexible in implementing those plans, to avoid procedure becoming more important than improvization during planning, to be willing to take well judged risks on occasions, and to be fully aware of changing circumstances in the project's funding and political environment. The importance of securing influential advocates outside of the participating libraries to support continued project funding is also considered.

[目的/意义]数字资源使用统计为图书馆联盟评估资源使用效益提供数据支撑,也是图书馆集团采购分级定价的重要衡量指标,其横向对比数据能够使成员馆优化其订购决策。以JUSP为案例分析英国JISC Collections采购联盟提供的使用统计服务,以期为其他图书馆联盟开展使用统计服务提供参考与借鉴。[方法/过程]采用文献综述与在线调查对国内外图书馆采购联盟的数字资源使用统计应用现状进行分析,以英国期刊使用统计门户JUSP为案例,介绍其背景、发展历程,探究其在数据收集、数据提供及数据维护等使用统计服务方面的探索与实践。[结果/结论]JUSP的成功为联盟开展数字资源使用统计服务提供诸多启示,图书馆联盟应重视用户的使用统计需求、采取合作方式开发一站式使用统计平台、遵循相关标准与规范、重视社区参与。     

Evidence-Based Acquisition: A Real Life Account of Managing the Program Within The Orbis Cascade Alliance

In 2015 the Orbis Cascade Alliance investigated a consortium wide evidence-based acquisition (EBA) model to incorporate into its established eBook program, and began a pilot of Wiley’s Usage Based Collection Management Model. EBA is an acquisition model that grants library patrons access to a title list over an agreed-upon time period for a pre-negotiated amount of money, and titles from that list are then selected for purchase based on the evidence of usage from the initial access period. This article shares the consortium’s experiences evaluating usage, managing titles and records, controlling duplication, predicting costs, and the inclusion of MARC records to enhance discoverability.

Improving Library Resource Discovery: Exploring the Possibilities of VuFind and Web-Scale Discovery

Like many libraries, the Bridge Consortium (the shared library of Carleton College and St. Olaf College) had outgrown the existing catalog and needed to find an improved search interface for collections. Seeking something that would work with the existing Innovative Interfaces Inc.'s Millennium integrated library system, researchers explored everything from catalog enhancements provided by Innovative Interfaces to a completely separate, Web-scale discovery tool. For the past year, they worked to implement VuFind as a catalog overlay, continually customizing and enhancing it based on user feedback. At the same time, they continued to research a broader solution and recommended a discovery tool to their consortium leadership group that they believe will redefine student research at their colleges and give new shape and direction to their consortium. By thinking of discovery as more than a product and staggering their implementation, they were better able to meet their consortium's needs. This article details their evaluation process and provides reflection on the decisions made. Many libraries are considering Web-scale discovery products. As part of the process, they confront questions about open source tools, Web site redesigns, incorporating user feedback, and consortial needs. The researchers hope to contribute to these libraries' processes by outlining their process and considerations, and what they learned along the way to arrive at their current solution.     

国内典型区域跨系统图书馆联盟建设现状与发展对策实证研究

[目的/意义] 对国内8个区域跨系统图书馆联盟的建设目标、实际运营状态和发展规划等做深入调研考察,分析总结联盟的发展状态及趋势,提出对策与建议。[方法/过程] 通过网站调研、文献调研、实地访谈等多种调研途径,获得联盟发展的详实数据资料。[结果/结论] 研究表明:国内区域跨系统联盟的运营基本实现了资源共建共享的建设目标,但也存在共性问题,如受经费投入影响很大、各成员馆的优势未能实现互补、高校馆的参与度低等。提出加强政策引导、规范联盟服务流程,通过特色资源建设与服务积累各联盟服务优势,开展多元化合作项目增强联盟凝聚力,并推动"大网络+小核心"的区域联盟间合作策略以促进联盟共同发展等。     

国外图书馆资源共享现状、特点及启示

图书馆联盟是资源共享的有效形式.本文从管理模式、经费来源、共享内容、共享形式、共享评价以及法律保障六个方面对国外图书馆资源共享现状进行分析,归纳出三个特点:联盟规模扩大化,资源共享多样化,联盟管理科学化.对国内图书馆开展资源共享活动有四点启示:加强图书馆资源共享的法律保障,拓宽联盟经费渠道,重视联盟战略规划,加强图书馆联盟绩效评估.
