Chinese academic journals: quality,issues and solutions

Twelve Chinese academic journals, indexed by SCI and financed by the National Natural Science Foundation (NNSF), were analysed using the 2000–2003 Total Citations and Impact Factor data from JCR. It is concluded that the quality of Chinese journals is generally low and has remained so despite recent government measures aimed at improvement. Several factors are influential – particularly the Chinese government's policy of encouraging submission to foreign journals. Finance, management, and the academic degree policy are also obstacles. It is suggested that the Chinese government should reconsider its current policies so as to encourage higher quality in domestic periodicals and thus a greater recognition of Chinese journals by the international academic community.     

On Digitisation as a Preservation Measure

ABSTRACT

While access and engagement are usually the primary objectives of digitisation projects, they often also claim to benefit the long-term preservation of collection items due to reducing handling, one of the main risks to archival and library collections, making this a persuasive additional argument to invest in digitising a collection. Conservation intervention prior to digitisation, if done, is kept to minimum repair, cleaning and flattening of documents in order to achieve high-quality images, facilitate safe handling and ensure efficient workflow. Such preservation improvements may be negated by continued access to the physical records after digitisation has occurred. There is also a risk of damage during the digitisation process, especially for very fragile items, for which digitisation may nonetheless be the only way to provide future access. This paper assesses archival document request data before and after digitisation, and online access options, for a selection of digitisation projects from The National Archives, UK, in order to review of the effectiveness of a number of digitisation programmes in reducing demand for handling of originals. It identifies procedural improvements post-digitisation that would further reduce access to original documents.     

Digitisation of the WA Welcome Wall collection: a case study

This article is focused on the partnership between the WA Museum Maritime History Department and Curtin University’s Information Studies Department on a retrospective digitisation project in 2012. The aim was to digitise the Welcome Wall project’s paper records and link these records to the museum’s online maritime history collection. The paper outlines and discusses the key business process questions that were considered prior and during the embarkation on the digitisation project. The conclusion shares lessons learnt from the project.

Outreach services: issues and challenges

Tompkins-McCaw Library of Virginia Commonwealth University has planned and implemented four one-year outreach service projects during the past two years. These projects were funded by the National Library of Medicine and the National Network of Libraries of Medicine Southeastern/Atlantic Region. The projects focus on information access for public health nurses, HIV/AIDS information access, and circuit librarian services in rural Southern Virginia. This article documents issues and challenges which have been identified from these projects and suggests ways to resolve them.

The president's advocate: OTP and broadcast issues

This article examines the 1970‐1978 performance of the Office of Telecommunications Policy (OTP) as presidential advocate. OTP's involvement with six broadcast issues is documented and its effectiveness noted. Major constraints on OTP performance are analyzed.

Electronic signatures: technology developments and legislative issues

Electronic signatures, a means of verifying the identity of the user of a computer system to control access or authorize a transaction, are increasingly being used in electronic commerce. Several technologies can be used to produce electronic signatures, the most prominent being digital signatures, which use cryptographic techniques to provide data integrity and nonrepudiation. Legislation enacted in the 106^th Congress enables the legal recognition of electronic signatures in interstate commerce. Other legislation introduced would promote federal agency use of electronic signatures to enable electronic filing of information.     

Controversial issues: female genital mutilation

As immigrant women from African countries enter the U.S., Canada, Australia, and Western Europe, western health care providers are beginning to see patients affected by the cultural practice of Female Genital Mutilation (FGM). Unfamiliar with the practice, either medically or culturally, these providers are turning to medical librarians for information. Complicating the issue are the strong negative feelings most western health care workers have about FGM, which appears to them to be both barbaric and cruel. These feelings may conflict strongly with those of their immigrant patients, who regard the practice as normal and desirable. Both medical and cultural information are needed for the professional to provide treatment of medical conditions, while also establishing a good relationship with the FGM affected patient. This article identifies and describes the most important refereed journal article databases, available now over the Internet, providing both medical and cultural information on FGM, and the most useful Web sites for health professionals, librarians, and interested laypersons who need information about this difficult multicultural issue.     

Federal subventionary activities: Policy issues and information sources

Federal funding, a complex, multi-billion dollar enterprise, comprises many activities and forms, and is ineluctably influenced by political issues and national polity. Following a history of federal funding and a typology of research and development (R&D) programs, the article examines sources of information, the role of national laboratories in nuclear weapons research, the relationship between defense grants and university standards, and problems of accountability, duplication, and trivialization of subject matter. Implicit in these examples is the thesis that no realistic analysis of federally sponsored research is possible unless examined in the larger ideological and intellectual ambience in which R&D is allocated.

Electronic resources and copyright issues: Consequences for libraries

The application of copyright law to electronic resources is receiving more attention as technologies grow in kind and complexity. The function of copyright as a means of protection for software continues to be questioned, and efforts to resolve this issue are further confounded by the industry's use of patents and license agreements. The rapid growth of electronic resources has precipitated revisions in copyright law in the past decade. A new law has been proposed in 1989 which would further define the application of copyright to software. The current and proposed use of copyright law to protect electronic resources, and its effect on educational institutions and libraries, is discussed. Suggestions to meet the challenge of acquiring electronic resources are offered.     

Web usage statistics: Measurement issues and analytical techniques

The number of federal agencies creating and maintaining electronic networked resources continues to increase. One networked resource federal agencies are increasingly using is the World Wide Web (Web). As government use of the Web rises, so too does the need for assessing the extent and nature of public use of agency Web sites. One means of Web use evaluation is through the analysis of Web server-generated log files. This article presents various log file analysis techniques and issues related to the interpretation of log file data.
